Northern Natural Gas declared a System Overrun Limitation forall its market area zones Monday.

Pacific Gas & Electric has a systemwide Stage 3low-inventory OFO in place today, effective until further notice.The OFO carries penalties of $5/Dth for negative daily imbalancesexceeding a 3% tolerance.

Noting that below freezing temperatures are forecast in parts ofits market area for this morning, Florida Gas Transmission issuedan Overage Alert Day notice Monday that will remain in effect untilfurther notice. It has a 10% tolerance for negative imbalances.

Transco notified shippers Monday that it has been experiencing”excessive negative transportation imbalances” over the past weekand that they should avoid increasing any negative imbalances andactively resolve existing ones as soon as possible. Also, thepipeline said, until further notice it is reducing the 4% tolerancecurrently allowed at its pooling points to 1% or 1,000 dekatherms,whichever is greater, for shippers with negatively scheduledimbalances. Shippers running positive imbalances at their poolswill continue to be held to the 4% tolerance levels. Transco saidit will not enforce these pool imbalance tolerances during thetimely nomination cycle; however, shippers are expected to balancetheir pools to the limits identified above by the intraday 2 cycle.Otherwise, “Transco may proactively decrease markets to bring themin line with supplies at pooling points.”

El Paso declared an Unauthorized Overpull Penalty situation Sundaythat remained in effect Monday and until further notice. To insuresystem integrity, El Paso said, it will limit scheduled volumesunderperforming interconnects. The pipeline also reported completionof maintenance at Window Rock Station in Arizona (see Daily GPI, Nov. 14), saying the ITWWINRK interconnectis now fully available again for scheduling North Mainline deliveriesto Transwestern.

MRT is posting a System Protection Warning today with threeconditions: (1) MRT will not schedule any Main Line IT, AOR orimbalance volumes for delivery north of Glendale, AR; (2) firmvolumes will be limited to their primary direction of flow; and (3)shippers should balance deliveries north of Glendale (including theMarket Zone) with receipts. MRT said it currently has availablecapacity on the East Line, and in order to avoid OFOs, shippersusing Main Line services were encouraged to re-source supply to theEast Line or reduce applicable delivery volumes.

Sonat notified shippers Saturday that five groups on its system(Birmingham Group, South Main Zone 2, Atlanta Group, South MainZone 3 and East of Wrens) would be subject to an OFO Type 3 as ofMonday. And based on the weather forecast and projected demand, theBrunswick Line and Savannah Line groups will also become subject tothe OFO today, Sonat said.

Transwestern said compressor outages at Station 1 (Kingman, AZ),Station 2 (Flagstaff, AZ) and Station 4 (Klagetoh, AZ), which arerestricting normal West of Thoreau capacity of about 1.09 Bcf/d,have been extended beyond their original completion schedule. Westof Thoreau will remain limited to about 950,000 MMBtu/d throughFriday, the pipeline said, and then to about 1.04 Bcf/d throughNov. 30.

Hydrostatic testing of two sections of Florida GasTransmission’s 22-inch mainline directly downstream of Station 4 insoutheast Texas, originally scheduled to be completed by Dec. 1,has been extended to Dec. 31. The outage requires that all receiptsupstream of Station 4 must be delivered upstream of the station,and the first available receipt point for deliveries to the Floridamarket is NGPL Jefferson near the Louisiana border.

Sea Robin Pipeline said it was informed by the operator of theSea Robin Gas Processing Plant, Amerada Hess, that effective Friday(Nov. 17) the plant was ceasing processing operations for economicreasons until further notice. The plant anticipates continuingdehydration of gas, but processing nominations are no longer beingconfirmed.

In a similar development Coastal Field Services, owner andoperator of the Cow Island Plant, told Transco the plant will beshut in today until further notice. Transco will not accept PVRnominations for Cow Island until the plant resumes processing gas.

CIG said a force majeure declared Friday on its Wind RiverLateral due to unscheduled pipe repairs was lifted and full servicewas restored Sunday.

Reliant said a limitation on IT, AOS and secondary firm services onlines “T” and “JM-1” in Arkansas (see Daily GPI, Nov. 16) will be lifted this morning.
