Anticipating that storage injection nominations will exceed its capability, Southern said it was implementing a systemwide OFO Type 6 for long imbalances effective Saturday. Tiered penalties would apply to excess imbalances.

Rockies Express (REX) declared a force majeure event Friday at Julesburg Compressor Station due to a transformer failure on the electric power provider’s transmission system upstream of Julesburg. The station had no power Friday, but restoration efforts were under way by the power provider, REX said. Meanwhile, until further notice REX is reducing scheduled quantities through Segment 240 to 1,400,000 Dth/d. At this level AOR/IT, secondary and primary FT nominations are at risk of not being fully scheduled, the pipeline said.

Columbia Gas (TCO) designated the gas days of Saturday through Monday as Critical Days for storage, during which no interruptible injections are expected to be available as the pipeline projects that all available injection capacity will be required to meet firm service obligations. TCO also said Cobb Compressor Station in Kanawha County, WV, will be out of service for two days starting Wednesday for an upgrade to the electrical power supply. As a result all production into the Cobb South, Cobb Northwest and Cobb Line H segments will be shut in “with the exception of a very minimal quantity which can be consumed by local markets.” See the bulletin board for a list of receipt points that may be impacted.

Upstream TCO affiliate Columbia Gulf said it would not allow any AutoPAL (Park and Loan) service nor accept any nominations to resolve due-pipe imbalances from Saturday through Monday.

Effective last Saturday (Oct. 8) until an anticipated end date of Nov. 1, Southern Star Central is not allowing any ISS (interruptible) storage injections. See the bulletin board for other storage and imbalance restrictions that will be in effect.

Questar said an earlier bulletin board posting incorrectly states that its Clay Basin storage facility will return to normal service on Friday (Oct. 14). Clay Basin actually will resume normal service a day earlier, the pipeline said.

In an Operational Alert CenterPoint said in order to enhance operational flexibility, it will be modifying piping at Custer Compressor Station in the West 1 Pooling Area starting Monday. The station will be inoperable during this work, limiting the ability to transport gas from Line 2 into Line AD, CenterPoint said. Based on current nominations and pressures, the pipeline doe not anticipate any impact to services but said capacity reduction will be needed if more gas gets nominated on Line 2 than it can physically transport. The project is expected to be completed Oct. 14.

Gulf South said Friday maintenance on a Crosstex Energy-operated pipeline affecting Gulf South’s Index 295 and 295-1 segments was complete, allowing three shut-in receipt points to resume flows.
