Two days after ending a systemwide Stage 2 high-inventory OFO on its California Gas Transmission system, Pacific Gas and Electric issued a new one for Saturday, setting penalties of $1/Dth for noncompliance with a 7% tolerance on positive daily imbalances. Meanwhile, Southern California Gas said the high-linepack OFO it had initiated Tuesday would remain in effect through at least Saturday.

Northwest noted that in recent weeks primary firm scheduled volumes through the Kemmerer (WY) Compressor Station have regularly exceeded the design capacity of 655,000 Dth/d and currently are approaching the operational capacity of 690,000 Dth/d. Because of this and its “extremely limited balancing flexibility” with no ability to inject gas into Questar‘s Clay Basin storage facility during the annual reservoir test scheduled for April 1-14, Northwest issued a Recall Advisory and OFO affecting nominations through Kemmerer for Saturday (March 27) through April 14. Citing gas quality issues, ANR said Friday it has shut in the Klemme Station in the Southwest Area Fuel Segment until further notice.

Southern Natural Gas reported Friday that Southeast Supply Header had completed maintenance at its Delhi Compressor Station (see Daily GPI, March 18) in northeast Louisiana ahead of schedule and the associated force majeure was canceled.

Rockies Express (REX) said late Thursday afternoon it had finished maintenance at the Lost Creek Booster Station and was scheduling the station back to full capacity for Friday’s gas day. REX also said that effective for April 1-30 it will have 20,000 Dth/d of firm capacity available at the White River/REX Meeker receipt point in Rio Blanco County, CO, and from May 1 30,000 Dth/d will be available there on a long-term basis.
