Pacific Gas and Electric issued a systemwide Stage 2 high-inventory OFO on its California Gas Transmission system for Saturday. Penalties of $1/Dth were set for exceeding a 15% tolerance on positive daily imbalances.

Saying forecasts showed colder temperatures across its entire system, East Tennessee Natural Gas planned to implement its Maximum Allowable Delivery (MAD) service Saturday until further notice. See the bulletin board for MAD restrictions.

Columbia Gas said it was deeming Saturday through Monday “Critical Days” for storage. Columbia projected that all withdrawal capacity would be required to meet firm service obligations, and thus there would be no availability of interruptible storage services.

Rockies Express (REX) said effective Saturday it was lifting the force majeure declared Nov. 14 on its system east of Chandlersville Compressor Station. Segment 390 capacity from near Chandlersville to the Clarington terminus “has been fully restored to the operating capacity in effect prior to the force majeure event,” REX said. The pipeline also said it will be performing high-resolution caliper pig runs as stipulated by the Pipeline and Hazardous Materials Safety Administration (PHMSA) between Hamilton Compressor Station and its Clarington, OH hub starting next Thursday. “This activity facilitates PHMSA’s approval allowing REX to operate at an interim maximum allowable operating pressure (MAOP) of 1,332 psig and ultimately the design MAOP of 1,480 psig,” the pipeline said. “Based on additional testing and other precautions taken during the construction process and the Return to Service Plan (RSP), as well as frequent communication with PHMSA during the project, REX does not expect any substantial issues.” Hamilton to Chandlersville Compressor Station will be pigged on the Feb. 11 gas day, limiting capacity through Segment 380 to approximately 1,100,000 Dth/d that day. REX said it is working with interconnected pipeline operators to minimize scheduling reductions and, based on the current level of nominations, it does not anticipate reductions during this activity. Chandlersville to Clarington will be pigged “tentatively” on the Feb. 14 gas day.

Westcoast reported that its Pine River Gas Plant had returned Train 3 to service and the plant was back to normal operation. It removed a 50% RGT (raw gas treatment) firm service constraint for the Grizzly Valley Producers group Friday.

Gas quality issues at the Sweeney Heirs receipt point in the Southeast Area Fuel Segment have been resolved, ANR said, and it has lifted all associated restrictions.

Sea Robin Pipeline began a pigging operation Friday on its 24-inch diameter Line 706 from Eugene Island 205 to South Marsh Island 33. At the conclusion of pigging, expected to be Tuesday, the segment will be shut in for repairs for an expected duration of six days, Sea Robin said, during which it will not accept nominations at five platforms.

Southern Natural Gas said due to a pressure differential between its system and the Texas Eastern-Kosciusko interconnect in Mississippi, effective last Thursday until further notice Southern is only approving deliveries there based on “demonstrated flow at the interconnect point.”
