Pacific Gas and Electric issued a systemwide Stage 2 high-inventory OFO on its California Gas Transmission system for Wednesday, setting penalties of $1/Dth for exceeding a 6% tolerance on positive daily imbalances.

Due to a stress relief project at Douglas Pass between the Cisco and Rangely compressor stations Tuesday and Wednesday, Northwest said late Monday it was implementing a Declared Deficiency Period at Douglas Pass Tuesday. Because of zero capacity through the constraint point and a design capacity of 298,000 Dth/d, the Daily Deficiency Volume is 298,000 Dth/d, Northwest said. “Unless otherwise communicated, the Deficiency Period will continue through Wednesday.”

Citing construction delays, Gulf South said it was delaying the start of maintenance at its interconnect with Transco at Walthall LOC (see Daily GPI, Sept. 29) until Thursday.
