Pacific Gas and Electric issued a systemwide Stage 2 high-inventory OFO for Wednesday on its California Gas Transmission system, setting penalties of $1/Dth for exceeding a 5% tolerance on positive daily imbalances.

Effective Wednesday until further notice, Questar said it “will not allow in-kind imbalance payback to or from the pipeline and is requiring shippers and point operators to have production volumes aligned with scheduled nominations. This notice is due to high inventory in Questar’s Clay Basin [storage facility] balancing account and current pipeline operating conditions resulting in minimal linepack available for balancing.”

In preparation for the annual bottom hole test of the Jackson Prairie storage facility (see Daily GPI, Sept. 18), Northwest said Monday it will attempt to move up to 40,000 Dth/d from Questar‘s Clay Basin facility to Jackson Prairie until further notice. As a result, Northwest will cut alternate gas between these two points as necessary.
