In an e-mail announcement that didn’t arrive until early that morning, Southern California Gas (SoCalGas) declared a high-linepack OFO for Saturday, setting the tolerance for positive daily imbalances at 10%. The OFO was lifted Sunday. SoCalGas also said it lost 50 MMcf/d of injection capacity at its Honor Rancho storage facility when repairs began Sunday on a packing leak of compressor Unit #4; the work is expected to continue through Friday.

Pacific Gas & Electric ended a systemwide high-inventory OFO Sunday after it had been in effect for Saturday only.

Williston Basin Interstate Pipeline reported a leak Sunday afternoon in an 8-inch diameter segment crossing Yellowstone River near Laurel, MT. Spokesman Tim Rasmussen denied an Associated Press report of a “small explosion.” The leak was identified, isolated and shut in after flowing gas for about an hour, a Williston Basin release said. There were no interruptions in service to downstream users, including the Cenex Refinery and the city of Billings, Rasmussen said. The 8-inch line was only used periodically in peak-demand periods, he said, with a parallel 16-inch line carrying most of the transmission load at that location.

El Paso declared a Strained Operating Condition (SOC) specifically for four locations Sunday due to high linepack, setting the imbalance tolerance at 10%. “The milder weather in the southwest Arizona service area in combination with actual takes below scheduled quantities has resulted in a high linepack condition with the system linepack currently above 7,800 MMcf,” El Paso said, adding that its Washington Ranch storage facility was making maximum injections.

Hess Corp., operator of the the Sea Robin Gas Plant, notified Sea Robin Pipeline that the plant’s dehydration unit became operational around noon June 1 (see Daily GPI, June 1), and gas flow on the pipeline resumed then with the return of the dehydration service. However, Sea Robin Pipeline said it has now been told by Hess that damage to a section of the plant’s piping was discovered that will further delay the return of processing operations. Sea Robin said Monday it does not expect processing operations to resume at the plant until June 15.
