Pacific Gas & Electric issued a systemwide Stage 2 low-inventory OFO for Thursday on its California Gas Transmission system. Noncompliance penalties of $1/Dth were set for negative daily imbalances exceeding a 5% tolerance.

Saying it was “due to cold weather conditions,” MRT is issuing a System Protection warning (SPW) that will take effect Thursday until further notice. See the bulletin board for a list of SPW conditions.

Northern Natural Gas did not extend a System Overrun Limitation in all market-area zones beyond Wednesday. Northern, which operates Matagorda Offshore Pipeline System (MOPS), declared a force majeure event for MOPS Wednesday and required all points on the system to shut in until further notice. The action affected 18 receipt points and seven delivery points.

Northwest reported activating the Fletcher Gulf receipt point on its nominations system. The point, which is operated by Piceance Basin Gas Gathering and has capacity of 4,500 Dth/d, is on the Piceance Lateral in Rio Blanco County, CO, Northwest said.
