Southern California Gas declared a high-linepack OFO for Thursday, saying it will assess Buy-Back charges in accordance with its tariffs to customers who deliver into its system more than 110% of their actual gas usage on the OFO day.

In extending an Overage Alert Day for market-area customers that began Tuesday through at least Wednesday, Florida Gas Transmission tightened the tolerance for negative daily imbalances from 25% to 15%. The pipeline said below-freezing temperatures had moved into a large part of Florida and its linepack was lower.

Citing forecasts of a return to more normal temperatures in its market area, Transco said it will cancel Thursday an Imbalance OFO that was initiated Jan. 13. It will also lift a restriction on nominating due-pipeline imbalance makeups.

El Paso declared a location-specific Strained Operating Condition (SOC) for six points Wednesday due to continuing high linepack. The imbalance tolerance was set initially at 10%.

Sabine Pipe Line declared force majeure when it began removing a compressor at the Henry Hub North Booster Station from service at the start of Wednesday’s gas day to perform needed repairs. The work, which reduced compression capabilities at the station by 20%, was expected to be completed within 24 hours. Firm transportation services were not expected to be affected.

Because primary firm nominations through Pocatello Compressor Station exceeded the design capacity during Wednesday’s maintenance (see Daily GPI, Jan. 21), Northwest declared a recall advisory, OFO and Deficiency Period in association with the work for that day only.

ANR said it has been informed by the owners and/or operators of processing plants in its Southeast Area that based on their current analysis of processing economics for February, most will not process or will bypass large quantities of gas unless a hydrocarbon dew point (HDP) restriction is put in place by ANR. An HDP limit of 25 degrees F will be in effect during February for all receipt points upstream of Defiance on the Southeast Mainline, including all points upstream of the Eunice Head Station, ANR said. The limit will not apply to meters flowing 500 Dth/d or less. No HDP limit is needed for the Southwest Area, ANR said.
