Southern California Gas declared a high-linepack OFO for Friday, saying it will assess Buy-Back charges in accordance with its rules and tariffs to customers who deliver into its system more than 110% of their actual gas usage on the OFO day.

Pacific Gas & Electric issued a systemwide Stage 2 high-inventory OFO for Friday. It carried penalties of $1/Dth for exceeding an 11% tolerance on positive daily imbalances.

Florida Gas Transmission (FGT) ended Thursday an Overage Alert Day that had been implemented Tuesday for market-area customers. The pipeline also said it began unscheduled compressor maintenance Wednesday on one of the two units at the FGT/Tennessee Carnes interconnect in Mississippi. The compressor outage is expected to last until the end of November. Until then, FGT is scheduling about 30,000 MMBtu/d at the interconnect; during normal operations up to 60,000 MMBtu/d is scheduled there. And FGT will begin maintenance Friday at Compressor Station 26. During this work, which also is expected to extend through the end of November, the pipeline will schedule up to about 700,000 MMBtu/d through the station. That represents a reduction of 210,000 MMBtu/d from normal capacity.

Maintenance on a valve near the Southwest Gas Transmission interconnect with Transwestern and El Paso is set for completion as scheduled Friday (see Daily GPI, Oct. 19), Southwest said Thursday. Therefore, deliveries into Las Vegas from El Paso and Transwestern will resume effective with Timely cycle nominations for Saturday’s gas day, Southwest said.

In an update on the lingering partial system outage resulting from a mid-September fire at a compressor station (see Daily GPI, Sept. 18), Cheyenne Plains estimated that its compression and gas processing facilities will be available no later than the middle of November and possibly as early as Nov. 7. “Availability of a number of key valve operators continues to be the critical path issue,” the pipeline said, adding that the equipment was due to ship by Thursday (Oct. 25). Repair of the instrumentation and electrical wiring damage continues to go well, Cheyenne Plains said. But noting snowfalls along its system last weekend, “weather remains a concern,” it added.

Reflecting linepack below its desired levels, NOVA changed its imbalance tolerance range Thursday to 0/+4.

Compressor Unit #1 at El Paso‘s Washington Ranch storage facility is unavailable for injection until Nov. 9 due to unscheduled maintenance, reducing injection capacity to 50 MMcf/d, the pipeline said late Wednesday. The facility continues to have full withdrawal capability. El Paso also said Eunice Station’s 11A unit became unavailable due to unscheduled maintenance effective with Cycle 2 nomination for Thursday. The outage, which will continue through Friday, cut station capacity by 20 MMcf/d from a base volume of 353 MMcf/d.

Columbia Gulf reported the reactivation of an onshore delivery point into Transco in Terrebone Parish, LA. Columbia Gulf said it would begin accepting nominations of up to the point’s total capacity (100,000 Dth/d) for Friday’s gas day.

Southern Natural Gas declared a force majeure in association with a shut-in test of its Bear Creek Storage Field in North Louisiana that began Tuesday and will run through Monday. Southern is allocating each CSS rate schedule customer 64% of its effective Daily Injection Quantity and Daily Withdrawal Quantity during the test.
