Dominion issued an OFO that became effective Wednesday until further notice. Dominion said it could not tolerate excess deliveries by customers because they jeopardize the pipeline’s ability to receive gas for injection into storage as required by service agreements and the FERC tariff. Citing forecasts of Florida temperatures in the upper 80s and low linepack levels, Florida Gas Transmission extended an Overage Alert Day for market-area customers that was implemented Tuesday through at least Wednesday. The tolerance for negative daily imbalances was tightened from the initial 15% to 5% Wednesday.

Questar reported Wednesday that its fall injection test at the Clay Basin storage facility was on schedule and it was accepting storage nominations effective with the Timely cycle for Thursday’s gas day. Injection capacity will be 270,000 Dth/d (including up to 25,000 Dth/d of Park and Loan service and up to 30,000 Dth/d of pipeline cushion gas) and withdrawal capacity will be 650,000 Dth/d. An OFO notice posted Sept. 12 stating that no imbalance nominations for paying gas back to the pipeline are being accepted is still in force until further notice, Questar said.

Northwest said that due to recent operating conditions, it has experienced a rapid reduction of balancing gas at the Jackson Prairie storage facility. In an attempt to minimize the impact of possible entitlements and/or OFOs, Northwest is soliciting bids for a deferred exchange of storage gas through noon Mountain time Oct. 31. The exchange will consist of an in-ground transfer of the Deferred Exchange Quantity from a shipper to Northwest at Jackson Prairie on or before the transfer date, the pipeline said. Northwest will then make the Deferred Exchange Quantity available at Questar‘s Clay Basin facility by performing an in-ground transfer or by making the quantity available at the Clay Basin receipt point. As part of Southern System expansion work, Questar will perform additional modifications at its Oak Spring Compressor Station Saturday through Monday (the duration was reduced by one day from the previously scheduled Friday through Monday). To facilitate the work, ML 104 capacity will be reduced to 320,000 Dth/d in all cycles for the Saturday-through-Monday gas days, returning to 380,000 Dth/d effective with Cycle 1 nominations for Tuesday, Questar said.

Maintenance at the Elba Island liquefied natural gas (LNG) receving terminal in Georgia is scheduled for Nov. 5 by Southern LNG. Sendout capacity will be zero on that date, so customers of Southern Natural Gas on both the Savannah and Cypress lines will see reduced capacity and mainline pressures, the pipeline said.
