Due to “limited operational flexibility and warmer temperatures across the system,” Tennessee issued a Critical Day 1 OFO Wednesday that will be in effect until further notice. All LMS-PA, LMS-MA and LMS-PL Balancing Parties with meters in Zones L,1, 2, 3, 4, 5 and 6 are required to maintain an actual daily flow rate not exceeding a tolerance of 2% from scheduled quantities or 1,000 Dth/d, whichever is greater. Customers will be assessed $5/Dth plus the applicable regional daily spot price for underdeliveries by receipt point operators and overtakes by delivery point operators that exceed this tolerance. Tennessee said it cannot accept unscheduled imbalances and requires all customers to nominate and schedule all payback.

Because of the Tennessee OFO, East Tennessee Natural Gas issued its own systemwide Balancing Alert that will take effect Thursday until further and require customers under rate schedule LMS-MA to maintain actual daily takes out of the system within a 2% tolerance of scheduled volumes (or 1,000 Dth/d, whichever is greater).

Florida Gas Transmission extended an Overage Alert Day for customers in its market area into at least its third day Wednesday and tightened the tolerance for negative daily imbalances from 25% to 20%.

MRT lifted Tuesday a System Protection Warning that had been put into effect July 26.

There has been a hydro outage at the Trans Quebec & Maritimes East Hereford Compressor Station and its duration is unknown, TransCanada said Wednesday. TransCanada did not anticipate having to restrict service to East Hereford for Wednesday’s gas day, but said it “will most likely curtail some level of discretionary service delivering to East Hereford on subsequent days. Firm transportation is not expected to be impacted.”

Field personnel have identified a need to perform additional maintenance at White Castle Compressor Station in South Louisiana (see Daily GPI, July 19), Southern Natural Gas said. Based on its best information available, Southern now expects the White Castle unit to be available by next Monday. Until it is available, Southern will be limiting capacity on the west leg upstream of Franklinton Compressor Station to 655,000 Dth/d.

Citing delayed pig runs and upcoming maintenance, Northwest has revised its South End pigging schedule. The pig runs between the Pleasant View and La Plata B Compressor Stations are now scheduled for Aug. 7, 11, 12 and 15. Northwest said it will also schedule several more pig runs in October for the caliper pig and the inspection tool. During the runs, the available capacity at La Plata B will be 300,000 Dth/d. If primary nominations exceed available capacity, Northwest will declare a deficiency period and cut nominations accordingly. The pipeline also said the Pocatello District Line Replacement scheduled from June 1 through Aug. 30 (see Daily GPI, April 26) has been completed ahead of schedule. The Pocatello Compressor Station has been returned to its full design capacity of 599,000 Dth/d.

Noting “extremely warm temperatures throughout its market area” and forecasts for a continuation of the same weather patterns, Transco “strongly encourages its shippers to actively balance their supply and demand requirements on a daily basis.” In order to ensure maintenance of operating flexibility, Transco took the following actions Wednesday: (1) set the pool balancing tolerance to 1%; (2) said it will not allow any due-shipper or Operational Balancing Agreement party nominations; (3) no excess storage withdrawals are being allowed; and (4) no incremental loans or return of parked gas will be available.
