Pacific Gas & Electric issued a systemwide Stage 2 low-inventory OFO for Tuesday, setting penalties of $1/Dth for negative daily imbalances exceeding a tolerance of 5%.

Florida Gas Transmission allowed an Overage Alert Day to lapse Saturday and Sunday, then reinstated one Monday with 20% tolerance for negative daily imbalances.

Trunkline reported that Friday’s fire at the Kaplan (LA) Compressor Station (see Daily GPI, April 24) resulted in a total outage of station compression. It declared a force majeure situation and said about 100,000 Dth/d of capacity through the station had been lost. As of Monday no service restrictions were planned as a result of the Kaplan fire, a spokesman said.

Having reviewed current operations and hydrocarbon dew point (HDP) levels in its Southwest Area, ANR said it will establish an HDP limit of 30 degrees Fahrenheit for Southwest receipts throughout May. No limit is necessary for the Southeast Area, ANR said, because owners and/or operators of the processing plants there have provided preliminary information to the pipeline that based on their current analysis of processing economics during May, all will process gas without the issuance of a gas quality requirement by ANR.

Southern Natural Gas noted that its 14-inch diameter Main Pass 153 to South Pass 62 “B” segment was returned to service over the weekend as scheduled, but as of Sunday there were no additional receipt points related to this segment returning to service. The 12-inch diameter West Delta 133 line, the only other Southern segment still subject to a hurricane-related force majeure in the offshore area upstream of the Toca (LA) Compressor Station, is dependent on producer repairs for restoration of service, the pipeline said.

Westcoast adjusted its imbalance tolerance range, which had encouraged drafting of the system by being set at zero pack and 20% draft for a lengthy period, to 5% pack and 15% effective Sunday.
