Pacific Gas & Electric followed up Tuesday’s customer-specific OFO with a declaration of a systemwide Stage 2 high-inventory OFO for Wednesday. It carried penalties of $1/Dth for exceeding a 5% tolerance on positive daily imbalances.

Citing low linepack and forecasts of cold weather Tuesday night and Wednesday morning in its Florida market area, Florida Gas Transmission issued an Overage Alert Day notice Tuesday with 25% tolerance for negative daily imbalances.

Northwest noted that north-flow volumes through the Kemmerer (WY) and Vernal (UT) Compressor Stations were both scheduled about 10,000 Dth/d above design capacity in Timely cycle nominations for Tuesday’s gas day. It also referred to a “Winter Operations” bulletin board notice saying storage flexibility would only be used to offset OFOs as long as Northwest’s Jackson Prairie firm balancing account exceeded 1.2 million dekatherms, but said its current balance is below 1 million dekatherms. Thus it asked customers Tuesday to voluntarily reduce their nominations so that scheduled volumes do not exceed the northbound design capacities of 653,000 Dth/d through Kemmerer and 333,000 Dth/d through Vernal. If this is not done, Northwest said, it will invoke the OFO provisions in its tariff. See the bulletin board for potential implications.

Due to anticipated heavy demand and to preserve system reliability, East Tennessee Natural Gas issued an Action Alert OFO to become effective Thursday until further notice. Pennalties will be assessed to operators of meters flowing gas above scheduled volumes above tolerances of 2% or 500 dekatherms, whichever is greater, East Tennessee said.

Columbia Gulf partially rescinded Monday a force majeure originally issued Sept. 26. The partial rescission will apply only to eight meters upstream of Eugene Island 250A on the 26-inch line, which were allowed to begin flowing Monday. They joined nine other meters that were allowed to resume flows Nov. 15. All other meters on the Bluewater Header east of Vermilion 245 are still subject to the force majeure notice and must remain shut in.

Due to a limited amount of processing on its 800 Line, effective with the Timely cycle for Tuesday’s gas day and until further notice Tennessee restricted a pro-rata portion of scheduled volumes nominated at receipt meters upstream of Station 823 (Kinder, LA) that have a hydrocarbon dew point greater than 20 degrees F. Once the Sabine Processing Plant is operational, Tennessee said, producers at receipt meters upstream of this plant will be allowed to increase their nominations.

After saying it would not accept nominations at the NGPL Lakeside meter for the Nov. 19-21 gas days (see Daily GPI, Nov. 21), Trunkline said Monday it would continue the restriction until further notice but then amended that Tuesday by saying it would begin to accept nominations at the location again effective with Wednesday’s gas day.

Sea Robin said it is in the process of repairing a leak in the segment upstream of Vermilion 149 and downstream of East Cameron 195. The work is expected to last two to four weeks, depending on weather conditions. Additionally, Sea Robin is doing repair work upstream of East Cameron 195 that is estimated to require two to six weeks. Therefore, nominations on the West Leg will not be accepted for at least two weeks, the pipeline said. Based on its completed assessments of onshore and offshore facilities, as well as the operation of third-party separation facilities, it has cleared 21 locations for nominations and flow; see the bulletin board for a list.
