After modifying Wednesday’s systemwide Stage 2 high-inventory OFO to a Stage 3 order and raising penalties to $5/Dth for positive imbalances exceeding a 5% tolerance, Pacific Gas & Electric lifted the OFO for Thursday.

Effective with the start of Thursday’s gas day Dominion is lifting both of the OFOs issued last Friday that required shippers to conform their transportation and storage services to scheduled nominations (see Daily GPI, Nov. 11).

Northern Natural Gas said it declared a force majeure Wednesday on its Willmar, MN branchline due to the need to reduce operating pressure to make emergency repairs identified in compliance with Pipeline Safety Act of 2002 testing of the line. Northern anticipates a Nov. 23 return to normal pressure on the line. Based upon historical and anticipated flows, it expects to be able to deliver required volumes to customers in the interim, but said deliverability is restricted to 85% of total firm entitlement. Signaling low linepack, Westcoast changed its imbalance tolerance range to 20% pack and zero draft for Thursday.

To ensure the operational integrity of its equipment, Tennessee will perform unplanned maintenance Thursday at Station 32 in Jasper, TX. Tennessee anticipates restricting through approximately 20% of Supply to Market Secondary Out of the Path Services (Park/Loan Payback, IT-X, IT, AOT, Payback to Tennessee, EDS/ERS, SOP) flowing upstream of Station 32 during the one-day projected.
