Pacific Gas & Electric issued a systemwide Stage 2 high-inventory OFO for Thursday. It carried penalties of $1/Dth for positive daily imbalances exceeding a 5% tolerance.

Gulfstream declared an Action Alert, effective with the start of Wednesday’s gas day until further notice, due to recent high linepack levels. The pipeline said it will manage actual receipts into its system to ensure that they don’t exceed what was scheduled. “Additionally, actual deliveries out of the system must at least equal scheduled deliveries…, regardless of whether any operational variation is allocated to an operational balancing agreement for later imbalance resolution,” it added. Gulfstream said it will apply tariff-specified penalties “for each dekatherm of actual delivered quantities less than 95% (or 1,000 dekatherms, whichever is greater) of scheduled delivery quantities.”

Citing current inventory levels at its Clay Basin facility, Questar said ISS storage holders have 30 days starting Monday to complete withdrawal of all their working gas. ISS customers may transfer volumes to FSS accounts if that is feasible. As of Cycle 1 Wednesday, Questar was not accepting any ISS injection nominations.

ANR postponed work on its New Windsor (IL) Compressor Station that had been scheduled for Wednesday and Thursday this week (see Daily GPI, Oct. 26). As a result, a Southwest Mainline capacity restriction was lifted for Intraday 1 nominations for Wednesday’s gas day. ANR said it was increasing capacity through its Grand Chenier, LA facilities to 650 MMcf/d Wednesday. The pipeline also is taking offers through 10 a.m. CDT Friday for about 275,000 dekatherms of gas that it wants to buy during November for system balancing use; see the bulletin board for details.

Gulf South canceled Tuesday a force majeure on its Latex-Sarepta Line that had been in effect for a week and caused the shut-in of four meters (see Daily GPI, Oct. 19).

Several pipelines have been reminding customers that due to the change from daylight savings time early Sunday, the Saturday gas day will be 25 hours long and they should schedule accordingly.
