Both Southern California Gas and Pacific Gas & Electric lifted for Thursday high-linepack OFOs that had been in effect Wednesday.

Florida Gas Transmission extended an Overage Alert Day notice for its market area into a third day Wednesday, but loosened the tolerance for negative daily imbalances from 20% to 25%.

Although it recently warned shippers about actions being taken to reduce high linepack (see Daily GPI, June 28), Kern River said Wednesday that “certain parties have continued to bank [gas] and these imbalances are threatening to impair the operation of Kern River’s system, including maintenance of service to other shippers.” As a result, the pipeline planned to cut linepack by 50,000 dekatherms in the Wednesday gas day’s Intraday 1 cycle. “All parties that created banking imbalances on the gas days of June 25-June 28, 2005 will have their scheduled quantities reduced below Kern River’s projection of their measured quantities by their pro rata share of this 50,000 [dekatherm] reduction based on their pro rata share of the total system banking imbalance created during those gas day,” it said. “…Furthermore, in order to project measured quantities, Kern River will look at actual flows as of 4:15 p.m. [MDT] and assume a uniform hourly flow for the remainder of the gas day. Based on the results of that analysis, capacity at Kern River meters may be reduced to meet the assumed uniform hourly flow in the [Intraday 2] cycle.” Kern River added that it may also be forced to take corrective action during Thursday’s gas day for parties that create a banking imbalance Wednesday.

Transwestern said Wednesday it had resumed accepting gas at the Duke Energy/Wt-1 receipt point, but the Duke Zia I/C (interconnect) will remain shut in due to high water content (see Daily GPI, June 28). Transwestern also cited high water content in saying it will not be accepting gas at the El Paso Field Services (Enterprise)/ TW Eddy County Receipt I/C until further notice.
