After two days without an OFO, Pacific Gas & Electric declared another systemwide Stage 2 high-inventory OFO for Wednesday. The order carried penalties of $1/Dth for exceeding an 8% tolerance on positive daily imbalances.

MRT issued a System Protection Warning notice Monday, saying that effective immediately and until further notice, shippers should avoid scheduling gas quantities that result in daily and/or month-to-date long positions into MRT. “Failure to follow the recommendation of this notice may result in OFOs to individual shippers,” the pipeline said, adding that notice of any such OFOs may occur on an intraday basis.

Westcoast said its Pine River Gas Plant (PRGP) is currently unable to process large swings of acid gas arriving at the plant inlet, which has caused field pressures to increase substantially. In an effort to ensure that firm service customers receive the highest level of service, Westcoast declared that from late Monday night until further notice, it was restricting acid gas treatment availability at PRGP to firm only. Following a Tuesday morning evaluation of field pressures, it said the restriction was being extended at least through Tuesday’s gas day.

In an update on supply volumes and receipt points that are still affected by damage from last September’s Hurricane Ivan, Southern Natural Gas noted that prior to the storm it was receiving 800-850 MMcf/d at 68 points upstream of its Toca Compressor Station in southeast Louisiana. Field personnel have verified the integrity of facilities associated with receipts from 58 of those points, which were flowing about 585 MMcf/d prior to Ivan, the pipeline said. Currently the 58 points are flowing about 500 MMcf/d, it added. Southern summarized the status of nine of the 10 remaining points impacted by hurricane damage to its facilities as follows: (1) The 24-inch Main Pass 289-298 line could be in service by June 20; its receipt points are Main Pass 288 Conoco, Main Pass 289-Main Pass 290 Shell and Main Pass 289 VKGC [Viosca Knoll Gathering Co.]. (2) The 12-inch Main Pass 144 lateral could be in service by June 28; its receipt points are Main Pass 133 C, Main Pass 123 Pogo, Main Pass 144 Chevron and Main Pass 296. (3) The 18-inch Main Pass 306 lateral could be in service by July 4; its receipt points are Main Pass 306 and Main Pass 293-Main Pass 306 Sun. (4) The in-service date for the remaining point, Mississippi Canyon 20-BP, is dependent on third-party repairs.
