Northern Natural Gas withdrew the Critical Day notice that had been posted for Thursday. However, a System Overrun Limitation for all market zones remained in effect through at least Thursday.

Florida Gas Transmission lifted Thursday an Overage Alert Day notice that had been in effect for the previous two days.

NGPL temporarily shut in all compression at the North Lansing Storage facility (Compressor Station 388) in Harrison County, TX due to the presence of liquids in the equipment. These liquids damaged one compressor unit, necessitating the shutdown of all the station’s units to prevent further damage and maintain safe operating conditions, NGPL said. Without compression operations, the storage field can continue to deliver on a free-flow basis at reduced withdrawal levels until remedies are available. The pipeline declared a force majeure event Thursday until further notice, but emphasized that currently no curtailments of storage services are required. Assuming no significant increases in current nominations and expected no-notice withdrawal activity, NGPL anticipates being able to meet current firm storage obligations.

Algonquin lifted Thursday the Critical Notice posted Monday that restricted negative daily imbalances to a 2% tolerance. Limited amounts of due-shipper makeup gas are available but they must be scheduled in advance, Algonquin said.

Sonat reported being informed that processing plants directly connected to it and on upstream pipelines are reducing their level of processing due to the relationship between prices for natural gas and those of natural gas liquids (NGL). Some of these reductions already have occurred, and further reductions are expected to take place over the next few days. With reduced processing, the quality of the gas received for transportation “could be such that it is not merchantable and threatens the operational integrity of the system,” the pipeline said. In such cases, it will initiate procedures to maintain integrity and meet its obligations to deliver merchantable gas. “Shippers should discuss this matter with their suppliers and be prepared to make adjustments in their supply arrangements if their supply is reduced due to gas quality limits being implemented.”

Sonat also said that as mentioned in previous postings, it is concerned about the level of imbalances on its system. To help control these imbalances on a more prompt basis, the pipeline is monitoring the difference between scheduled quantities and metered quantities at all receipt points on a daily basis. If significant discrepancies between scheduled quantities and metered flow are found on an ongoing basis, it will cut the nomination at the receipt point during the confirmation cycle “to a level that better matches current demonstrated flow.” See the bulletin board for Sonat’s suggested remedies. Sonat also is monitoring differences between entitlements and metered flows at delivery points, and will call delivery point operators to ask resolution in the event it sees takes in excess of entitlements. These actions are being taken to avoid the necessity of OFOs, the pipeline said.

NGPL said gas quality problems at the receipt point from Transwestern in Gray County, TX (Segment 6 of NGPL’s Midcontinent Receipt Zone) and at the Alliance receipt point in Grundy County, IL (Segment 28 in the Iowa-Illinois Receipt Zone) had been resolved. It resumed scheduling service at both points Thursday.
