Mexico’s CFE Picks Sempra to Build Pipelines

Mexican state-owned electric utility Comision Federal de Electricidad (CFE) chose a unit of Sempra International to construct, own and operate a 500-mile, $1 billion pipeline network to deliver gas to power plants in the northwestern Mexico states of Sonora and Sinaloa.

Ryckman Creek Resources LLC, a unit of Peregrine Midstream Partners LLC, is holding a nonbinding open season through Nov. 2 for up to 8 Bcf of firm, high-deliverability, multi-cycle gas storage capacity available April 1 at the company’s new facility in Uinta County, WY, near the Opal Hub (see Daily GPI, Aug. 22). Ryckman Creek has interconnections with five interstate pipelines, all of which are connected to the Opal Hub. Combined meter capacity is in excess of 1 Bcf/d. EPL, W&T Build GOM Portfolios

EPL Oil & Gas Inc. last week agreed to pay $550 million to a unit of Hilcorp Energy Co. for a package of shallow water Gulf of Mexico (GOM) shelf oil and natural gas interests. W&T Offshore Inc. also built it GOM portfolio last week, after agreeing to pay $228 million to acquire all of Newfield Exploration Co.’s remaining properties in the GOM, a 78-block inventory that covers more than 430,000 gross acres.

EPL Oil & Gas, Inc. said Monday it will pay $550 million to a unit of Hilcorp Energy Co. for a package of shallow water Gulf of Mexico (GOM) shelf oil and natural gas interests.

Summit Midstream Partners LLC and Energy Transfer Partners LP unit La Grange Acquisition LP have agreed for Summit to acquire ETC Canyon Pipeline LLC for $207 million. Canyon gathers and processes gas in the Piceance and Uinta basins in Colorado and Utah. The gathering and processing system consists of more than 1,600 miles of pipeline, 44,000 hp of compression, processing assets with capacity of 97 MMcf/d, and two natural gas liquids injection stations. The deal is expected to close during the fourth quarter subject to regulatory approvals and conditions.

Eagle Rock Expands Texas Midstream with BP Panhandle Purchase

Houston midstream operator Eagle Rock Energy Partners LP on Friday agreed to pay BP America Production Co. $227.5 million in cash for the BP Panhandle System, which includes two natural gas processing plants and a 2,500-mile gas gathering pipeline system. Eagle Rock also would take over BP’s gas processing in the area under a 20-year agreement.

The Port of Corpus Christi (Texas) accepted a $7 million bid from Oxy Ingleside Property Holdings LLC, a unit of Occidental Petroleum Corp. (Oxy), for a nearly 100-acre campus portion of the former U.S. Naval Station Ingleside (NSI). Oxy Ingleside currently has about 816 acres of the former NSI under purchase contract. The sale agreement for the campus portion will be presented for approval at the Port Commission meeting scheduled for Aug. 14. Occidental Chemical has operated a chemical plant at Ingleside since 1987. The campus portion is the third and final piece of the former naval base to be sold. Oxy has said it plans development of the base property in phased projects worth about $1 billion. Projects could include pipeline and barge facilities to handle liquefied petroleum gas produced from the Eagle Ford Shale; a liquefied natural gas facility also is possible, along with storage for crude oil, condensate and refined products, Oxy officials have told Ingleside City officials. An Oxy spokesman declined to provide further details. “The campus property complements the previous acquisition of the port property by Oxy Ingleside Property Holdings LLC [see Shale Daily, April 2], and we will investigate other uses for the property after closing, said spokesman Eric Moses.
