Cheniere Energy Partners LP unit Sabine Pass Liquefaction LLC and Bechtel Oil, Gas and Chemicals Inc. have entered into a lump sum turnkey contract for the engineering, procurement and construction of the third and fourth liquefaction trains to be constructed adjacent to the Sabine Pass LNG terminal in Cameron Parish, LA. The contract price is about $3.8 billion. Total expected costs for the third and fourth trains before financing are estimated to be between $4.5 billion and $5 billion.Sabine Liquefaction intends to give Bechtel a notice to proceed upon achieving financing and a final investment decision. Construction for the third and fourth trains is expected to begin in the first half of 2013. Sabine Liquefaction commenced full construction for the first two liquefaction trains in August. Sabine Liquefaction recently announced that it is developing a fifth and sixth liquefaction train at the project and has entered into a sale and purchase agreement with Total Gas & Power North America Inc. (see Daily GPI, Dec. 18).

Another Louisiana LNG Export Facility Planned

Magnolia LNG LLC, a unit of Australia’s Liquefied Natural Gas Ltd., (LNG Ltd.) last week applied to the U.S. Department of Energy (DOE) to export up to 4 million tonnes per annum (mtpa) of liquefied U.S. natural gas to U.S. free trade agreement (FTA) countries, the company said.

Magnolia LNG LLC, a unit of Australia’s Liquefied Natural Gas Ltd., (LNG Ltd.) on Tuesday applied to the U.S. Department of Energy (DOE) to export up to 4 million tonnes per annum (mtpa) of liquefied U.S. natural gas to U.S. free trade agreement (FTA) countries, the company said.

Lamar McKay, who has served as chairman and president of BP plc subsidiary BP America since 2009, will take over as CEO of the Upstream business unit effective Jan. 1. In his new role McKay, who has worked for BP for 32 years, would lead the operator’s combined upstream businesses, which include the exploration, development and production divisions, together with the strategy and integration team. The upstream divisions were created in 2010 following the Macondo deepwater spill in the Gulf of Mexico, which led to a major reorganization designed to improve risk management and global standards. McKay would report to Group CEO Bob Dudley. McKay’s successor has not been announced.

A unit of BP plc has captured a quartet of deepwater exploration blocks offshore Nova Scotia, with record bids totaling more than C$1.049 billion, according to the Nova Scotia Offshore Petroleum Board (CNSOPB). Shell Canada Ltd. won four offshore leases with offers totaling more than C$31.85 million.
