FERC on Tuesday cleared Rover Pipeline LLC to restart horizontal directional drilling (HDD) underneath the Tuscarawas River in Stark County, OH, ending the latest regulatory setback for the nearly completed 3.25 Bcf/d, 713-mile natural gas mega project.

FERC on Wednesday directed Rover Pipeline LLC to suspend progress on its second horizontal directional drill (HDD) under the Tuscarawas River in Stark County, OH, pending additional review, the latest setback for a project that has been dogged by regulatory issues since beginning construction last year.

The Ohio Environmental Protection Agency (Ohio EPA) has requested daily updates on Rover Pipeline LLC’s latest horizontal directional drill (HDD) under the Tuscarawas River, citing “significant concerns” over a potential repeat of a major spill that occurred there last April.

FERC on Friday authorized Rover Pipeline LLC to resume horizontal directional drilling (HDD) at two additional locations where work had been stopped following an April drilling fluids spill near the Tuscarawas River in Ohio.

FERC on Monday released the results of an independent review of the horizontal directional drilling (HDD) fluids spill that has put HDD work for Energy Transfer Partners LP’s Rover Pipeline on hold since May. Commission staff said ETP/Rover would have to submit a plan to implement the third-party recommendations before HDD activities may resume on the project.

Energy Transfer Partners LP’s (ETP) Rover Pipeline LLC has to complete several “activities regarding rehabilitation and restoration of areas affected by the project” before it is given authorization to enter service, FERC staff told the pipeline Wednesday.
