Pacific Gas & Electric belatedly issued a customer-specific Stage 2 high-inventory OFO for Tuesday on its California Gas Transmission system, then expanded it into a systemwide OFO for Wednesday. Penalties of $1/Dth were set in both cases for exceeding a 5% tolerance on positive daily imbalances. In a separate message the giant dual utility also said system inventories were “trending toward being outside the upper operating limits as we approach the July 4th holiday weekend. High pipeline inventory has been a consistent issue for almost all Independence Day weekends since 1998.” Encouraging customers to balance their gas supplies with usage, PG&E concluded with a cheery, “Enjoy an independent and OFO-free weekend!”

Oregon LNG Project Gets Hit by Local Planning Staff
NorthernStar Energy LLC received an unfavorable review this week from the Clatsop County (OR) Planning Commission staff’s updated report, which follows an earlier recommendation for denial of zoning changes for the proposed Bradford Landing liquefied natural gas (LNG) receiving terminal along the Columbia River in Oregon. NorthernStar, however, said it was unconcerned.

Florida Gas Transmission (FGT) kept an Overage Alert Day for market-area customers that was initiated Aug. 4 in place through Saturday, then allowed it to lapse Sunday before reinstating one Monday with 25% tolerance for negative daily imbalances. Highs in the mid to upper 90s were forecast for Florida Monday, FGT said.
Gains at Most Points Shrink; TS Chantal a Fizzle
Prices continued to advance at a solid majority of points Tuesday, but the gains were considerably less robust than Monday’s, suggesting that this week’s heat-inspired rally may be starting to lose steam. Mixed price movement remained in play as a few scattered points saw flat quotes or modest declines.
Overall ‘Fear’ Keeps Natural Gas Futures Aloft
After battling higher on Monday and then forcing the market lower on Tuesday, the July natural gas futures contract and the people who trade it decided to make Wednesday a draw. The contract traded between $8 and $8.155 before settling the day smack dab in the middle at $8.080, up 1.6 cents from Tuesday.

Canadian natural gas production is expected to increase by a meager 0.2% this year and then begin to decline as conventional gas extraction in Alberta slowly falls, the Conference Board of Canada reported last week.
