Tampa Electric, Empire District Get FERC Scrutiny Over Possible Market Power

FERC last week launched Federal Power Act Section 206 investigations of Tampa Electric Co. and the Empire District Electric Co. after filings made by the two utilities indicated that they had failed a FERC wholesale market share screen. The Section 206 proceedings will examine whether the utilities have market power in generation.

Peoples Gas Implements Second Rate Reduction

Tampa-based Peoples Gas is sending a gift of sorts to its customers beginning today by reducing natural gas prices for the second time this year. The Purchased Gas Adjustment (PGA) factor on residential bills will drop about 32% to $0.66749/therm, following a 15% decrease in March. The two reductions lowered the PGA factor to September 2000 levels, said the company.

Tampa-based TECO Power Services and Panda Energy International announced on Thursday that they have begun initial construction and site preparation work on their 2,300 MW Gila River power station in Gila Bend, AZ. The companies will build the project under a joint venture agreement.

The project, initiating in Hillsboro and Lee Counties,FL, will provide 197 MMcf/d of incremental firm transportationservice on an annual basis and will extend FGT’s 4,700-mileexisting transmission system by 139 miles.
