Southern California Gas kept a high-linepack OFO in effect through Sunday, then allowed it to lapse Monday. However, on Monday afternoon the company reinstated the OFO for Tuesday. SoCalGas also said it had lost 60 MMcf/d of injection capacity at its Aliso Canyon storage facility Monday, declaring force majeure due to a need for repairs to Generator #1’s oil pump. The reduction is expected to last through next Monday.

CIG said it had completed repairs to the Totem Storage Field dehydration facility and would complete commissioning operations there Sunday (March 7). The associated force majeure will be terminated Monday, CIG said, and a restoration of full withdrawal operations will be implemented then.

After ending a one-day high-inventory OFO on its California Gas Transmission system Sunday, Pacific Gas and Electric went the other way in issuing a systemwide Stage 2 low-inventory OFO for Wednesday. Noncompliance penalties of $1/Dth were set for exceeding a 5% tolerance on negative daily imbalances.

Denbury, Encore to Combine in $4.5B Deal

Denbury Resources Inc., an oil recovery specialist, and Encore Acquisition Co. on Sunday agreed to merge in a transaction initially valued at $4.5 billion, including debt. According to Denbury, the merger could result in the sale next year of noncore assets, including Encore’s natural gas-weighted properties.

Oregon PUC Approves Big Gas Rate Decrease

The Oregon Public Utility Commission (PUC) on Tuesday approved a substantial decrease in retail natural gas utility rates, effective Sunday, following earlier filings by Portland-based NW Natural for a 16% rate drop, its lowest rates in five years, and similar large decreases for the state’s two other major private-sector gas utilities — Spokane, WA-based Avista Utilities and Seattle-based Cascade Natural Gas Co.
