Petal Mulling Open Season Response

Petal Gas Storage Co., a subsidiary of Crystal Oil Co., said theopen season for the proposed expansion of its high deliverabilitysalt cavern storage facility near Hattiesburg, MS, received servicerequests exceeding proposed capacity. The open season had beenextended until Nov. 16. Petal is evaluating requests. The proposedexpansion includes leaching an additional salt cavern with astorage capacity of 5.2 Bcf of gas of which 3.2 Bcf would beworking gas. The new cavern, when combined with the existingcavern, will result in a facility with 5.8 Bcf of working gascapacity and a total withdrawal capacity of 600 MMcf/d. The openseason includes additional storage capacity and receipt/deliverypoints on the pipelines of Tennessee Gas Pipeline, Koch Gateway(low-pressure and high pressure systems), Transco, Sonat, Destin,and Florida Gas Transmission.

CIG, Paiute Planning New NV Pipeline

Coastal’s Colorado Interstate Gas (CIG), and Southwest Gassubsidiary Paiute Pipeline are holding an open season for capacityon a new pipeline to be built from northeast Utah to northernNevada. Jointly sponsored by CIG and Paiute, the Ruby Pipeline willextend more than 400 miles from CIG’s western terminus in UintahCounty, UT, to an interconnection with Paiute Pipeline near Elko,NV. The pipeline also will interconnect with the Kern RiverPipeline near its Dog Valley meter station south of Salt Lake Cityand will pass through the developing coalbed methane fields nearPrice, UT.

Columbia Joins Amway in Targeting GA Gas Customers

With its California power marketing arrangement with Enron nowhistory, Amway Corp. has hooked up with Columbia Energy, asubsidiary of Columbia Energy Group, to market gas and electricityto residential and small business users, first in Georgia and thennationwide. The deal potentially could add more than 1.3 millionretail energy buyers across the country to Columbia’s already largeenergy customer base of 100,000 in seven states.

Marathon Inks Deal with PEAK

Demonstrating the growing relationship between marketers andmunicipal gas companies, USX Corp. subsidiary Marathon Oil Co.(Marathon) announced a $52.8 million agreement last week to supplyover 31 Bcf of firm natural gas to the Public Energy Authority ofKentucky (PEAK) for 10 years. Effective Nov. 1, Marathon willprovide gas for PEAK through the Texas Gas Transmission pipelinesystem.

Aquila to Supply Gas to Maine Plant

UtiliCorp United subsidiary Aquila Energy signed an eight-yearcontract to supply gas to a 265 MW independent power project beingbuilt in Rumford, in the paper processing region of western Maine.The contract is valued at $500 million. The plant is one of thefirst merchant facilities being built without a dedicated ratebase, a trend in the gradual deregulation of electricity. The plantis expected to begin operation some time in 2000.

TransCanada PipeLines subsidiary Nova Gas Transmission and twogroups of Canadian producers are on their way to a whole newcompetitive pricing structure aimed at “[taking] on the realcompetition, which are the U.S. basins.”

Lodi Storage Project Begins Market Test

Western Hub Properties, LLC (WHP) said subsidiary Lodi GasStorage is holding an open season Nov. 2-20 for 4 Bcf of workinggas capacity with an average of six cycles per year at its proposedgas storage facility in a depleted producing field near Lodi, CA,20 miles south of Sacramento. The facility would provide servicedirectly to Pacific Gas & Electric’s (PG&E) Line 401 nearthe Antioch Terminal in the heart of PG&E’s market. The companyplans to file an application in November to build the facility nextyear with service starting in November 1999.

TransCanada PipeLines Ltd., subsidiary Nova Gas Transmission andtwo groups of Canadian producers yesterday announced a “watershed”proposed agreement for a new pricing structure aimed at increasingthe competitiveness of the Nova system while at the same timeensuring greater rate fairness for producer-customers on thepipeline.

UPR Finishes Canadian Asset Sales

Union Pacific Resources Group Canadian subsidiary Union PacificResources Inc. (UPRI) has nearly completed its 1998 propertydivestiture program. The company expects to close on the finalproperty in the original offering later this year and projects its1998 non-core property sales program will top $143 million.
