With adjournment a week away in the California legislature, a solar water heating incentive proposal (AB 1470) was rescued from a stockpile of bills buried in committee and sent to the state Senate floor. Proponents lost a chance for vote when the Senate adjourned early, but backers said it should be acted on Monday.
