FERC released the final environmental impact statement (EIS) Friday for the Rover Pipeline Project, bringing the major Appalachian takeaway pipe one step closer to construction.

Backers of the Rover and Leach XPress pipeline projects have provided FERC with detailed plans to co-locate along a 13-mile route where their proposed routes overlap in Monroe County, OH.

FERC has notified affiliates of Energy Transfer Partners LP and Columbia Pipeline Group Inc. that it can’t approve two major Appalachian pipeline projects until an overlapping 13-mile section of the proposed routes in Monroe and Noble counties, OH, is redesigned.

FERC staff released a draft environmental impact statement (DEIS) for the Rover Pipeline LLC project that found “adverse and significant” impacts and makes recommendations to mitigate them that it said should be included in any approval of the project.

Rover Pipeline LLC has requested that FERC approve authorization to construct 711 miles of supply laterals and mainlines, compression and other facilities to carry Marcellus and Utica shale gas from West Virginia, Pennsylvania and Ohio to an interconnect with Vector Pipeline in Michigan by the second quarter of 2016.

A law firm representing more than 200 landowners who could be impacted by the proposed Rover Pipeline has asked FERC to delay issuing a draft environmental impact statement (DEIS) for the project on the grounds that, among other things, Rover has filed insufficient details about the project’s environmental impacts.

Shippers stepped up for 3.25 Bcf/d of pipeline capacity from the Marcellus and Utica shales to markets in the Midwest, Great Lakes and Gulf Coast on Energy Transfer Partners LP’s (ETP) ET Rover project. The binding commitments are for 15- and 20-year fee-based contracts.

Energy Transfer Partners LP (ETP) has secured capacity commitments from some leading Appalachian gas producers for its planned 2.2 Bcf/d pipeline to carry Marcellus and Utica shale gas from area processing plants to multiple markets. With an open season under way, the project could grow to 3.25 Bcf/d, ETP said.
