July Contract Builds on Last Week’s Strength

The July Nymex contract started the week right where it left offlast Friday by probing 2.1 cents higher to settle at $2.191yesterday. After trading higher into the closing bell last Fridaythe market opened lower on Monday, briefly tested short-termsupport, then managed to retrace back up near overhead resistanceat $2.20-21. Estimated volume was a healthy 56,566 contracts.

The Federal Energy Regulatory Commission got it right, findingan access fee charged to interstate shippers by Southern CaliforniaGas was illegal-but then dropped the ball in failing to order$800,000 in refunds, the D.C. Court of Appeals said in a decisionhanded down May 22 (No. 97-1028).

Texas Eastern Capacity-Release Ruling Upheld

A FERC majority yesterday reaffirmed the right of interstatepipelines to “reasonably withhold” their consent for customers topermanently transfer their contract liabilities to third-partyreplacement shippers under capacity releases.
