NuStar Crude Oil Pipeline LP is holding a binding open season through Aug. 30 for capacity to transport Eagle Ford Shale crude oil from several terminal locations on its South Texas Crude Oil Pipeline System in Frio, McMullen, and La Salle counties, TX, to its Corpus Christi, TX, North Beach facility. The proposed South Texas System Project would include pipeline capacity upgrades to the segments of the South Texas System between NuStar’s Gardendale Terminal in La Salle County and NuStar’s Corpus Christi Terminal in Nueces County, TX, and would be constructed in two phases. The first phase would add incremental capacity to the South Texas System of 35,000 b/d; the second phase would add incremental capacity to the South Texas System of 65,000 b/d. The Railroad Commission of Texas appointed Milton Rister executive director of the agency effective Oct. 1. Rister comes from Texas Gov. Rick Perry’s office, where he has served as director for administration since 2010. Before that, Rister was executive director of the Texas Legislative Council from 2006 to 2009. He also served as a senior advisor for Lt. Gov. David Dewhurst in 2005. Former Executive Director John Tintera announced his retirement effective April 1 after 22 years of service to the commission (see Daily GPI, March 9).

Buddy Garcia has been appointed to the Railroad Commission of Texas (RRC) by Gov. Rick Perry. Garcia’s appointment fills a position vacated by Elizabeth Ames Jones in February (see Daily GPI, Feb. 15). Garcia most recently served on the Texas Commission on Environmental Quality (TCEQ). He was appointed to TCEQ by Perry in 2007 and served as chairman from September 2007 until September 2009. Prior to his appointment to TCEQ, Garcia was Texas’ deputy secretary of state and border commerce coordinator. He also previously served as a senior adviser to Perry and state Sen. Eddie Lucio. A native of Brownsville, TX, Garcia received a bachelor’s degree in political science from Southwest Texas State University, now Texas State University.
