Atlantic LNG, the largest exporter of liquefied natural gas (LNG) to the United States, resumed shipments Wednesday from Trinidad and Tobago, following the conclusion of a two-day strike by tugboat workers over wages.

NOAA Closes Record on Millennium, Resumes Process on Islander East

The National Oceanic and Atmospheric Administration (NOAA) resumed the appeal process and reopened the comment period on the Islander East project earlier this month. The public comment period will extend to Nov. 20 and a public hearing on the project will be scheduled this fall in Connecticut, NOAA said in a Federal Register notice. Meanwhile, on Aug. 8, NOAA officially closed the record on the Millennium Pipeline appeal, leaving 90 days for it to make a final decision on the project.

Burlington Partially Returns Gas Production from Madden Field in WY

Burlington Resources Inc. reported the partial resumption of natural gas production from the Madden Field in Wyoming. Production has resumed from two of the six Madden Deep wells, and the Train II unit at the Lost Cabin Processing Plant has restarted, the company said. The wells are flowing at 65 MMcfe/d, yielding plant natural gas output of 40 MMcfe/d.

Moody’s: Credit Downgrades Outpace Upgrades in 2nd Quarter

Although economic growth has resumed, the increase in corporate expenditures wasn’t great enough to stem the rising tide of credit-rating downgrades during the second quarter, said Moody’s Investors Service last week. In fact, it reported that credit-rating downgrades exceeded upgrades by a margin of 4.9-to-1 during the period, the highest ratio since the record 6.3-to-1 in the fourth quarter of 1990.

TradeSpark LP resumed full electronic trading operations last week for all energy commodities from its back-up offices in New Jersey, only two weeks after its main offices in the World Trade Center were destroyed by terrorists.

Transportation Notes

Sonat said Monday it had completed temporary repairs to its Logansport, LA facilities. Gas flow was resumed for 59 upstream receipt points in the Logansport and Joaquin Fields that had been shut in by the work Saturday (see Daily GPI, April 23). Further evaluation is being done to develop a permanent repair plan, Sonat said.

Columbia Gulf said last week it had resumed taking nominations atthe NGPL-South Pecan Lake, NGPL-Erath, NGPL-Chalkley and AEP-JeffersonIsland meter stations. Receipts at those points and others weresuspended in late January because they failed to comply with ColumbiaGulf’s enforcement of a heating value limit of 1,050 Btus per cubicfoot (see Daily GPI, Jan. 22).
