Texas Producers Call for Tighter Regulation Over Pipeline Operators

Natural gas producers, able to publicly air their grievances in hearings before the Texas Railroad Commission (RRC), are repeating one belief again and again: the lack of competition in Texas enables pipeline operators to dictate the contract terms for shipping gas to the marketplace. This lack of competition, they say, controls where they drill wells more than the geology.

Legislation Would Stifle PX Competition

Repeating what has become a familiar pattern in recent years,California’s legislature has begun the process of turning back thedecision made last week by state energy regulators to allow thestate’s major investor-owned utilities to purchase electricitythrough exchanges other than the state-chartered nonprofitCalifornia Power Exchange (Cal-PX). Legislative action could comeas early as today as part of California’s annual budget bill.

Futures Plunge Expected to Reverse Cash Climb

Cash prices continued going up at most points Wednesday, oftenrepeating Tuesday’s gains of between 3 and 9 cents. Butshell-shocked traders were more interested in discussing what onecalled the “precipitous” drop in May futures and its implicationsfor both April and May cash numbers. “I’d bet a lot of people gotcaught with their pants down” by the screen’s plunge, a marketersaid. Several sources said the Nymex drop caused daily cash dealsdone late to fall.
