The Federal Energy Regulatory Commission (FERC) has approved a plan that will allow Washington state’s Priest Rapids Hydroelectric Project to produce an additional 219,600 MWh of electricity. FERC is suspending part of an interim requirement that allows the licensee to spill water for 16 hours a day during the summer migration of fish. The latest action is in response to a Commission order issued on March 14, which urged all hydroelectric licensees in the 11 states of the Western Systems Coordinating Council to examine their projects and propose any efficiency modifications that may boost generation without causing unnecessary environmental harm. The project is subject to interim spring and summer spill flow requirements to protect fish until a final determination is made by FERC for appropriate flows or other mitigation. Hydropower accounts for 65% of the Northwest’s power generation.

Iroquois’ Eastchester Project Gets Preliminary FERC Nod

The Federal Energy Regulatory Commission (FERC) gave Iroquois’ $174 million Eastchester Expansion Project its preliminary approval on non-environmental grounds. The 33-mile pipeline expansion is designed to deliver 230,000 Dth/d mainly to power generators in New York City. It will connect Iroquois’ existing system in Suffolk County with Consolidated Edison’s system in the Bronx. Iroquois hopes to complete the pipeline extension by November 2002.

FERC To Convene RTO Conference This Month

The Federal Energy Regulatory Commission will convene a technical conference later this month that will examine interregional coordination issues between regional transmission organizations (RTOs). Although specifics on the conference remain somewhat sketchy, it appears that the issue of seams in the broader context of RTO formation will be a key topic of discussion at the gathering. The conference has been scheduled for June 19.

Williams Clears Antitrust Hurdle for Barrett

Williams Cos. was granted early termination of the regulatory waiting period under antitrust laws this week, clearing the way for its proposed acquisition of Denver-based Barrett Resources. Under terms of the agreement announced last month (see Daily GPI, May 8), Williams made a cash tender offer to purchase 16 million shares of Barrett stock at $73 a share. The offer expires June 11.

PG&E NEG Breaks Ground on 1,048 MW Harquahala Plant

After years of planning and regulatory hurdles, PG&E Corp.’s National Energy Group (PG&E NEG) began construction last week on the Harquahala Generating Plant, a 1,048 MW natural gas-fired generating facility located approximately 70 miles west of Phoenix in the town of Tonopah, AZ (see NGI, Aug. 21, 2000).

In an effort to improve the reliability of the Pacific Northwest’s natural gas supply, the Federal Energy Regulatory Commission has approved an application by NW Natural Gas Co. to provide storage services to the interstate gas market. With FERC’s ruling, NW Natural will be able to use the surplus of its 10 Bcf of underground storage capacity at Mist, OR, to help address the region’s energy challenges.
