North Dakota Proposes Drilling Waste, Fracking Rules

Proposed rule changes for handling drilling waste products and hydraulic fracturing (fracking) were approved Tuesday by the North Dakota Industrial Commission. They drew an immediate negative reaction from the North Dakota Petroleum Council, which claimed the changes would add up to $300,000 of added costs/well.

Industry Briefs

As of last Friday Enterprise Products Partners was awaiting a permit from the U.S. Army Corps of Engineers to perform a directional drill at a pipeline crossing of the Missouri River at Decatur, NE, to enable inspection and repairs of two natural gas liquids pipelines that were shut in Aug. 13 following damage caused by flooding on the river. The eight-inch diameter pipelines — one carrying propane and one carrying natural gasoline — run from Conway, KS, to Minnesota and are expected to be out for at least two months. The pipelines are on the western leg of the Conway North System, which is part of Enterprise’s Mid-America Pipeline.

Enterprise Products Partners LP and Entergy Transfer Partners LP for now have abandoned plans to construct a 584-mile crude oil pipeline from Cushing, OK, to Houston, Enterprise said Monday.

Repairs Slated for Flood-Impacted Enterprise NGL Lines

The eight-inch diameter pipelines — one carrying propane and one carrying natural gasoline — run from Conway, KS, to Minnesota and are expected to be out for at least two months.

Enterprise Adding Still More Fractionation at Mont Belvieu

Enterprise Products Partners LP plans to construct a sixth natural gas liquids (NGL) fractionator at its Mont Belvieu, TX, facility to increase capacity there by 75,000 b/d. The project follows recent similar expansions by the partnership and joins multiple other projects for the “Henry Hub” of NGLs as producers increasingly turn to liquids-rich gas to lift their bottom lines.
