Virginia SCC to Take Long Look at Dominion-CNG Merger

Virginia’s State Corporation Commission (SCC) said it plans to use the full 180 days allowed by Virginia law before ruling on Dominion Resources’ merger with CNG. The announcement was made just two weeks after CNG cited fewer potential regulatory problems as a main reason for selecting the Dominion bid over a hostile offer from Columbia Energy Group (See NGI, May 17). If the SCC takes the full 180 days, a decision would not be reached until Nov. 17.

Dominion, CNG Plan Up to 2,400 MW of New Power

Even before their merger is consummated, Dominion Resources andConsolidated Natural Gas are making plans to begin development offour gas-fired electric power generation facilities along CNGTransmission in Ohio, Pennsylvania and West Virginia. Thefacilities represent up to $800 million in local investment. Allfour plants are expected to be in service in time for peak summerdemand in 2002.

The merger of New Century Energies and Northern States Powerappears to be moving faster than expected. The companies announcedplans yesterday to hold their special shareholder meetings toapprove the merger in late June rather than in September. Theproposed merger requires shareholder approval as well as approvalor regulatory review by various federal and state agencies. Whencompleted the merged company will serve 3 million electricitycustomers and 1.5 million natural gas customers in 12 U.S. states.

TW Plans to Add 50 MMcf/d To San Juan Lateral

Transwestern Pipeline has filed an application with FERC tobuild a new 10,000 hp compressor station near Thoreau, NM, off ofits San Juan Lateral and to add facilities to its Bloomfield and LaPlata compressor stations. The $11.6 million project will providean additional 50 MMcf/d of firm transportation service on the SanJuan Lateral downstream of the Bloomfield compressor station andwill allow Transwestern to operate its mainline at its certificatedcapacity of 1.1 Bcf/d on a firm basis.

Devon Energy Corp. and PennzEnergy Co. announced plans to mergeyesterday. While the deal was generally cheered by analysts, somecriticized PennzEnergy Chairman James L. Pate for letting thecompany go too cheaply without considering other options. Theannouncement also raised the hackles of PennzEnergy investors.

Packaged Ice Picks Enron for Energy Outsourcing

Packaged Ice Inc. plans to outsource energy management of 60U.S. ice manufacturing facilities to Enron Energy Services (EES).Enron will evaluate and implement capital projects related toPackaged Ice’s “private utility” to increase productivity andefficiency of the plants. Enron also will provide electricity ormanage energy procurement at the facilities.

Panda Planning OK Power Plant

Dallas-based Panda Energy International announced plans to builda 1,000 MW generation plant in Coweta, OK, near Tulsa. The plant’smaximum daily quantity for gas consumption will be about 170,000MMBtu/d. Gas supply and transportation agreements are expected tobe finalized in the next several months.
