Conoco Global Power, Conoco’s power subsidiary, announced plansto build a $250 million, 420 MW cogeneration plant at Dupont’sSabine River Works facility near Orange, TX. Conoco also announceda 10-year tolling agreement with PG&E Energy Trading in whichthe San Francisco-based company will provide the 80-90 MMcf/d ofgas for the plant while gaining the right to dispatch up to 250 MWof the project’s output. The value of the tolling agreement was notdisclosed. Conoco will be the project manager during construction,then give way to Dupont, which will operate the facility when it isfinished. Commercial operations are scheduled to begin in 2001.”This is the largest agreement of this kind PG&E Energy Tradinghas in Texas. What’s more, this energy will be sold into theEntergy power grid, making it even more valuable,” said TonyChovanec, vice president of PG&E Energy Trading’s marketingoperations.

Oneok Capitalizing on Gas With Power Entry

Oneok Inc. plans to enter the electric generation and powermarketing businesses with an Oklahoma generating facility. Thecompany signed a contract with General Electric to buy four gasturbine generators with a capacity of 300 MW. A generation facilityencompassing the four units will be constructed and in service byJune 1, 2001.

Columbia Plans Share Repurchase; Earnings Rise

Columbia Energy Group beat analysts expectations with a 15% jump($3.3 million or five cents per share) in net income during thesecond quarter to $26.1 million, or 32 cents per share. It alsoupped the ante yesterday in its effort to fend off NiSource’s $5.7billion hostile takeover offer by adding $400 million to its stockrepurchase program, which now totals $420 million.

EnergySouth Plans Bay Gas Storage Expansion

EnergySouth Inc., a holding company for utility and storagecompanies in the Southeast, recently announced an expansion planfor the storage facilities of its subsidiary Bay Gas Storage Co.The plan calls for an additional salt cavern to be developed, whichwill increase the total working gas capacity of the site from 2.4Bcf to 6 Bcf. An open season will be held from July 15 until Aug.31 to help assess the final size and shape of the expansion.

Energy.com Launching RFP Site

Energy.com Corp. of Columbus, OH, said it plans to streamlinethe energy buying process for commercial and industrial customersand at the same time make life easier for energy marketers. Thecompany is preparing to launch eBID, an on-line Request forProposal (RFP) system through its web site at www.energy.com. Theweb-based interactive RFP process will allow commercial andindustrial businesses to shop for the best energy source on-line.Energy.com’s eBID is scheduled to launch later this month.

Shareholders OK Commonwealth/BEC Merger

Shareholders for Commonwealth Energy Systems and BEC Energy votedto approve their companies’ previously announced merger plans lastweek. The merger was first agreed to last December (See Daily GPI, Dec. 8, 1998). The new companywill be named NSTAR.

Calpine Plans PA Generation for 2001

Calpine Corp. of San Jose, CA, acquired the rights to build, ownand operate a 545-MW gas-fired power plant in Ontelaunee Townshipin eastern Pennsylvania. The proposed Ontelaunee Energy Center willserve users throughout the Pennsylvania-New Jersey-Maryland (PJM)power pool. Permitting for the proposed $285 million facility isnow underway, with construction scheduled to begin in early 2000.The plant, which is scheduled to start production in late 2001,will burn 85,000 to 90,000 MMBtu of gas per day.

Transportation Note

CMS Panhandle Eastern plans its Waverly Piping Inspection tobegin Friday and last seven days, reducing capacity by 60 MMcf/d.The project reduces capacity on Panhandle’s 100 line between Havenand Glenarm but will affect only physical receipts between Havenand Glenarm into the 100 lines.

Dominion, CNG Plan Up to 2,400 MW of New Power

Even before their merger is consummated, Dominion Resources andConsolidated Natural Gas are making plans to begin development offour gas-fired peaking power generation facilities along CNGTransmission in Ohio, Pennsylvania and West Virginia. Thefacilities represent up to $800 million in local investment. Allfour plants are expected to be in service in time for peak summerdemand in 2002.
