Court Remands Panhandle Interconnect Ruling

The D.C. Circuit Court of Appeals last week remanded orders in aPanhandle Eastern Pipe Line case that it says marked a cleardeparture from FERC’s established policy on pipeline interconnectswithout providing any justification for the action.

FGT Raps Competing Buccaneer Pipe Project

The proposed Buccaneer Pipeline, which is seeking approval underoptional-certificate procedures, should be held to the same highstandards spelled out in FERC’s new policy statement that all majorpipeline construction proposals are, says Florida Gas Transmission(FGT).

Transportation Notes

Florida Gas Transmission postponed until further notice thereplacement of 120 feet of 36-inch pipe under High 331 betweenStations 12 and 13 in the Florida Panhandle, and also canceled theassociated Overage Alert Day east of Station 12. The project had beenscheduled for Thanksgiving Day (see Daily GPI, Nov. 16). FGT still planned to take Station14 down to tie in additional facilities but delayed the start date byone day to Saturday (Nov. 27). That outage is expected to lastthrough Dec. 1 and limits market area deliveries to about 1.3Bcf/d. However, FGT removed the Overage Alert Day notice that waspreviously posted for the work.

Iroquois Seeking Customers For New York City Pipe

The Iroquois Gas Transmission System LP is holding an openseason for gas delivery into the New York City area. Iroquoisproposes to construct a 29-mile extension of its mainline,originating in Northport, Long Island, and terminating at a newinterconnect with Consolidated Edison in Bronx, NY. Thisinterconnect will provide access to both Con Ed and the New YorkFacilities System.

Iroquoisproposes to construct a 29-mile extension of its mainline,originating in Northport, Long Island, and terminating at a newinterconnect with Consolidated Edison in Bronx, NY. Thisinterconnect will provide access to both Con Ed and the New YorkFacilities System.

Questar, CIG Team Up to Build New Utah Pipe

Questar Pipeline Co. and Colorado Interstate Gas (CIG) havesigned an agreement to jointly own a proposed 75-mile interstatenatural gas pipeline extending from the Price Area in eastern Utahto a proposed interconnect with Kern River Gas Transmission Co.(Kern River) near Elberta, UT. The line would have a minimumcapacity of 250,000 Dth/d and would begin service in winter2001-2002.

Midcoast Building Pipe to Exxon Plant

Mid Louisiana Gas Transmission Co. (MLGT), a wholly ownedsubsidiary of Midcoast Energy Resources Inc., made a gas processingagreement with Exxon Company USA and plans to construct a newpipeline to supply up to 80 MMcf/d of gas to the Exxon Baton RougeGas Plant. MLGT will construct an eight-mile 14-inch pipeline forabout $3.5 million. The pipeline will connect the inlet of theBaton Rouge plant with the Florida Gas Transmission Co. Chacahoulalateral. Exxon has agreed to make available 80 MMcf/d of gas plantcapacity to process gas supplied by MLGT and Exxon through MLGT’snew pipeline. The new system will also interconnect with anexisting MLGT pipeline at the outlet of the plant. MLGT plans tobegin initial deliveries before year-end.

Hearing on Western’s Pipe Plan

Some 11th-hour life has been pumped back into a proposal forallowing gas distribution competition in an industrialized part ofthe East San Francisco Bay. Two members of the five-memberCalifornia Public Utilities Commission have proposed an alternativeto the Western Gas Resources pipeline proposal, which would servecustomers inside Pacific Gas & Electric’s franchise territory.The CPUC is scheduled to take up competing approaches when it meetsNov. 4 in San Francisco.
