California Nears End of Long-Term Gas Restructuring

With the state’s chief regulator weighing in, California is poised to establish final rules for natural gas transmission and storage in the state as the end of the second phase of a multi-year industry restructuring. After postponing the issue earlier this month, the California Public Utilities Commission (CPUC) is scheduled Sept. 21 to vote on the issue, which covers various bread-and-butter issues affecting the state’s vast transmission/storage system and its upcoming integration of liquefied natural gas (LNG).

Carlyle/Riverstone Completes First Phase of $1.5B EnCana Gas Storage Purchase

EnCana Corp. completed the first phase of a $1.5 billion gas storage asset divestiture on Friday, selling the bulk of its AECO Hub storage operations in Alberta, the Salt Plains storage facility in Oklahoma and the proposed Starks Gas Storage complex in Louisiana to the Carlyle/Riverstone Global Power and Energy Fund for $1.3 billion. The assets will be owned by Carlyle/Riverstone subsidiary Niska Gas Storage.

Final Contracts Signed to Double Stagecoach Storage Capacity

Inergy LP said Wednesday that subsidiary Central New York Oil And Gas Co. has sold out the 13 Bcf of working gas capacity associated with the Stagecoach Phase II storage expansion in Tioga County, NY. Three unnamed customers signed binding precedent agreements for the storage capacity, which will be accessible from Tennessee Gas Pipeline through an existing connection and from Millennium Pipeline through a proposed connection.
