Pipes to Unveil ‘Global’ Seasonal Rate Proposal This Week

Interstate pipelines are expected to propose a “global”initiative on seasonal ratemaking and possibly negotiated terms andconditions of service at an industry-sponsored session in Houstonlater this week. Seasonal ratemaking, which would enable pipelinesto recover more fixed costs when capacity is in greatest demand, isemerging as the industry’s front-runner alternative to FERC’smuch-criticized auction mechanism for pricing pipeline capacity.

SSB Sees 1,306 Bcf Left in Storage in April

Salomon Smith Barney (SSB) predicts there will be 405 Bcf moregas in storage at the end of the winter heating season on April 1than the average level of stored gas at the same point over thepast four years. The investment firm raised its forecast forseason-ending storage levels by 72 Bcf last week to 1,306 toreflect lower-than-expected withdrawals for the week ending Feb. 5and 20% warmer than normal weather expected for the week endingFeb. 13. The forecast would put storage levels on April 1 about 247Bcf higher than levels at the same point last year. According tothe American Gas Association (AGA), storage levels currently are428 Bcf higher than they were at the same point last year.

‘Groundhog Day’ Market: Same Place Every Morning

The usual demand fall-off associated with a holiday weekendfailed to prevent Friday’s cash market from rejecting the slightlysofter trend that had appeared to be developing Thursday. Insteadthe long-lasting trend of little to no price movement reasserteditself at nearly all points. A Western source said recent tradinghas been “like that movie Groundhog Day, because every morning Iwake up and the market is at the same place. The only difference isAndie McDowell [Bill Murray’s female co-star in the movie] has yetto show up.”

Futures Slip in Light Trading

Without clear fundamental or technical direction, the futuresmarket was left to follow the early lead of cash prices, which wasgenerally softer Friday. Lack of substantial liquidity was also alimiting factor during the abbreviated trading session as manytraders elected to remain on the sidelines. The March contractfinished down 3 cents at $1.807.

El Paso Takes Another Stab at Expanding Bondad

Believing in the saying that “if at first you don’t succeed, tryagain,” El Paso began a new open season Friday to solicit interestin firm service agreements to move gas on an expansion of theBondad Line in the San Juan Basin. A previous attempt at a Bondadexpansion ultimately broke down after FERC rejected some of thetariff provisions last year, leading the primary expansion shipperto withdraw from the project and FERC to vacate its projectcertification (see Daily GPI, Jan. 7, 1998; Oct. 19, 1998; Dec. 11,1998; and Jan. 18, 1999).

NJ BPU Moves Forward On Energy Deregulation

New Jersey Governor Christine Todd Whitman signed an energyderegulation bill last week, clearing the way for statewideelectric unbundling to occur by Aug. 1 and statewide, residentialgas unbundling to be in place by Dec. 31. The bill was passed bythe state’s legislature late last month (See NGI, Feb. 1).

Nipsco, Bay State Gas Merger Cleared at Last

After a long, drawn-out regulatory process, Nipsco Industries(NI) finally completed its merger with Massachusetts-based BayState Gas Co., giving the Indiana-based holding company a powerfulEast Coast influence. The $780 million merger originally wasannounced in December 1997 and was expected to close before the endof 1998. Final documents were signed last Friday.
