California Agrees to Buy SDG&E’s Wires

Conceding that federal regulators belatedly have taken steps to offer wholesale power price relief, California Gov. Gray Davis last week announced an agreement with Sempra Energy’s San Diego Gas and Electric Co. that wipes out a $740 million debt the utility was facing for uncovered wholesale electricity costs. The state will buy SDG&E’s transmission lines for just under $1 billion, or 2.3 times book value, and commit to provide all of its native generation to the state on a cost-based, below-market basis.

Houston-based RedMeteor Inc., which provides both Internet and voice brokerage services for physical crude oil, wholesale refined products, natural gas, electricity and natural gas liquids, will begin offering price indications as well as firm bids on its exchange platform beginning next Monday (June 18).

CA Republican Lawmakers Offer Alternative to Edison Deal; Dems Sue FERC

The month of May is almost gone and support in the California legislature for the governor’s deal with Southern California Edison was still missing last week, so Republican members crafted an alternative that would not involve sale of the utility’s transmission assets to the state. In the meantime, Democratic state legislative leaders took aim at FERC as did most of the rest of the state government’s elected and appointed officials.

Kaiser-Francis’ Canadian Gas Fields on Sale Block

In an offer expected to be quickly picked up by one of the many natural gas-thirsty majors or independents, Tulsa-based Kaiser-Francis Oil Co. put nearly one-third of its Canadian production up for sale. The gas fields in northeastern British Columbia hold an estimated 55 Bcf, worth about C$202.5 million ($131 million). The fields’ 2001 net income is expected to be C$45.3 million.

Pure Resources Inc. announced Wednesday that its subsidiary, Pure Resources II Inc., has successfully completed its initial tender offer and subsequent offering period for all of the outstanding shares of Hallwood Energy Corp. common stock at a price of $12.50 per share and all the outstanding shares of Series A Cumulative Preferred Stock of Hallwood Energy at a price of $10.84 per share. As of May 15, Pure Resources reported that it had accepted for payment approximately 86% of Hallwood Energy’s common stock and 81% of the company’s Series A Cumulative Preferred Stock. Pure Resources first reported the $268 million acquisition of Hallwood Energy in early April (see Daily GPI, April 2). The companies said completion of the merger would occur as soon as practicable. Pure Resources is an independent exploration and production company that develops and produces oil and natural gas in the Permian Basin, the San Juan Basin, the Gulf Coast, and the Gulf of Mexico. Denver-based Hallwood Energy is a public oil and gas company with properties primarily located in the Permian Basin, the San Juan Basin, South Texas and onshore South Louisiana.

Study: Coal Plants Ready To Offer Plenty More Power

Approximately 40,000 MW of additional electricity can be squeezed from existing coal-fired power plants nationwide through the installation of standard improvements and clean coal technologies, according to a new study by the National Coal Council (NCC). The study, commissioned by the U.S. Department of Energy, also recommends that the U.S. Environmental Protection Agency return to its prior interpretation of a key section included in the federal Clean Air Act so as to foster efficiency improvements at power plants.

Texas oil and gas well records, production reports, geologicaldata and research information is now available online at the TexasRailroad Commission’s web site (www.rrc.state.tx.us). The serviceswill allow users to browse the history of an estimated 132 millionpages of documents collected for more than one million wells in68,000 oil and gas fields in the state.
