Gov. Jerry Brown has tapped an obscure and unfilled appointee position at the California Public Utilities Commission (CPUC) to add a special advisor to the mix of five governor-appointed state regulators to push along some his own pet distributed and solar energy initiatives. Jeanne Clinton, a manager in the CPUC’s Climate Strategies Branch, was appointed special advisor for energy efficiency, renewables and distributed generation. Clinton has worked in high-level energy policymaking positions in the state government since 2001. In addition to working with the five commissioners, Clinton will interface with the CPUC energy division and its office of government affairs, as well as other departments and agencies in state government. The appointment does not require state Senate confirmation as do the five CPUC commissioner positions.

SoCalGas Looking for New Gas Finds Around CA Storage Fields

Although it is an obscure footnote in the state’s draft update to an Integrated Energy Policy Report, Sempra Energy’s Southern California Gas Co. utility is proposing to look for new indigenous natural gas supplies in and around its extensive underground storage fields in otherwise depleted oil/gas areas in Southern California. A request is before the California Public Utilities Commission to set up a rate procedure to reward utility retail customers if the utility finds any commercial-sized amount of gas.

CA Snow Pack Deep and Getting Deeper

The first measurement of a usually obscure factoid by a part of state government was widely reported last weekend, when California state water resources officials trudged up to several key points in the Sierra Nevada range 90 miles east of Sacramento and measured snow levels at two-thirds of a normal winter already. That translates into greater hydroelectric resources, which translates into a better chance for the state avoiding blackouts this summer. It also means less gas demand for power generation in the state next summer.
