Westcoast, which had been encouraging drafting of excess linepack from its system with a daily imbalance tolerance range of zero pack and 20% draft, will revert to its normal 10%/10% range Friday.

Trunkline shut in all receipts and deliveries between Cypress Compressor Station north of Houston and Gate Valve 32 after experiencing a rupture early Wednesday downstream of the station. No fire or injuries resulted from the break. All receipts upstream of Cypress must have nominated deliveries upstream of Cypress. Available upstream delivery points include Cokinos-San Patricio and DEFS Katy, the pipeline said. It encouraged shippers to call their downstream delivery point operators to see if they would be accepting gas from Trunkline during the outage. In a late afternoon update, Trunkline said the outage will extend through Friday’s gas day, but it would accept nominations through the shut-in segment for Saturday flow beginning Thursday. The affected section of pipe will be required to operate at a reduced operating pressure that will limit its capacity to 250 MMcf/d until further notice.

Citing required maintenance at its storage facilities, MRT issued a systemwide System Protection Warning effective Wednesday until the beginning of Monday’s gas day. Under the warning, MRT will not allow long imbalance positions on a daily basis and is not accepting gas to eliminate existing due-pipeline imbalances.

As it had warned might be necessary (see Daily GPI, Oct. 29), Sonat issued an OFO Type 6 that took effect Saturday until further notice. Tiered penalties ranging from $1/Dth to $15/Dth were to be applied for positive daily imbalances exceeding 200 dekatherms or a 2% tolerance. Sonat said it would be force balancing during the OFO.
