El Paso warned shippers Wednesday afternoon of the potential for a Strained Operating Condition (SOC), saying its linepack was expected to drop below 7,200 MMcf that night because of evening loads in the Phoenix area and the continuation of takes in excess of scheduled deliveries. However, the pipeline canceled the SOC warning Thursday due to customer response being sufficient to increase its linepack “to acceptable levels.” Washington Ranch storage remained on maximum withdrawal, El Paso added.

BP Canada Energy Marketing Co. and Secure Energy Inc. have struck a long-term natural gas sales agreement whereby BP will purchase up to 67 MMcf/d of gas from the proposed Secure Energy Decatur Gasification Plant to be built in Illinois once the plant becomes operational. Secure Energy will have the option to separately sell gas to industrial customers in the Decatur, IL, area for a portion of its production, and BP has agreed to purchase any gas not sold locally. The Decatur plant would convert 1.4 million tons of high-sulfur Illinois coal into more than 20 Bcf of gas each year. The projected plant construction cost is estimated to be $550 million. The plant is expected to be in operation in the summer of 2011.

Sixteen distributor customers of Tennessee Gas Pipeline and FPL Energy have petitioned FERC to set appropriate gas quality standards before approving the pipeline’s request to add a 500 MMcf/d connection to regasified liquefied natural gas (LNG) supplies to its system. The group objected to the filing of the interconnection application under the Commission’s fast-track prior notice procedures (CP08-400).

Independence Hub Returns to Flowing 900 MMcf/d
Independence Hub in the deepwater Gulf of Mexico is back up to moving 900 MMcf/d after an extended outage that was duly noted by the gas market. Anadarko Petroleum Corp. said last Monday that repairs to the Independence Trail pipeline and subsequent testing were successful.
