AEP CEO: Mandatory Cap on Greenhouse Gas Emissions Not in the Cards Near-Term

American Electric Power (AEP) CEO Michael Morris last Wednesday said that he doesn’t believe mandatory caps on greenhouse gas emissions in the U.S. are inevitable, at least in the near term. “I don’t think that there’s a consensus in the Senate that would take you to that place,” he told reporters at a Washington, DC, briefing sponsored by the Energy Daily and BP America.

CA Electric Rates Up, Gas Price Mitigation Ongoing, CPUC Head Says

As part of an annual review and overview for state lawmakers, California’s chief utility regulator, Michael Peevey, last Wednesday provided a broad energy picture that included higher rates for electricity and natural gas but increased reliability, infrastructure additions and renewable/energy efficiency programs. Peevey also pointed to streamlining of the regulatory processes last year, compared to the previous year.

Significance of Interior Drawing Administrative Boundaries in Eastern Gulf Disputed

The Bush administration has drawn new boundaries in the eastern Gulf of Mexico that give Louisiana authority over waters that are close to 100 miles from Florida’s shores, and includes portions of the gas-rich Lease Sale 181, according to a legislative aide for Sen. Bill Nelson (D-FL), a staunch opponent of oil and gas drilling off the Sunshine State’s coastline. But Interior Department and offshore industry officials say Nelson’s office is overreacting.

Duke Energy and ConocoPhillips have named Michael J. Bradley to lead their efforts to form a new energy master limited partnership (MLP) out of Duke Energy Field Services (DEFS), which will be the general partner. Jim Mogg, chief development officer at Duke Energy, will serve as chairman of the new venture. Duke and ConocoPhillips also plan to adjust their ownership shares of DEFS later this year to 50-50 from its current 70-30 split, in which Duke owns the larger stake. Bradley, 50, was formerly group vice president of gathering and processing of DEFS.

The term of Walter L. Lukken, a fourth CFTC commissioner, began in August 2002 and ends next April.
