James J. Kleckner has been promoted to executive vice president of Anadarko Petroleum Corp.’s international and deepwater operations and will join the executive committee, replacing Doug Lawler, who is to become CEO of Chesapeake Energy Corp. (see Daily GPI, May 21). Kleckner has been running Anadarko’s Rockies division, and the promotion “is a reflection of his global operational skills,” as well as his “instrumental role in the phenomenal growth of the Wattenberg field in Colorado and the Greater Natural Buttes area in Utah,” said CEO Al Walker. Kleckner, a graduate of the Colorado School of Mines, began his career in 1981 with Sun Oil Co. He is a member of the Society of Petroleum Engineers and the American Petroleum Institute.

James R. Webb has been appointed general counsel and senior vice president of Chesapeake Energy Corp. Webb, who has been a partner at McAfee & Taft in Oklahoma City, had been serving as chief legal counsel to Chesapeake on a contract basis for the past four months. Henry J. Hood, who has been senior vice president of Land and Legal since 1997, is transferring his legal responsibilities to Webb. Hood is retaining his responsibilities for managing Chesapeake’s land and regulatory departments.

EPA’s Jackson Defends Budget Proposal, Fracking Study
Going to bat in support of the Environmental Protection Agency’s (EPA) 2013 budget request of $8.344 billion before the U.S. House Committee on Energy and Commerce Subcommittees on Energy and Power, Environment and the Economy, EPA Administrator Lisa Jackson on Tuesday testified that the proposal focuses “on fulfilling EPA’s core mission of protecting public health and the environment, while making the sacrifices and tough decisions that Americans across the country are making every day.” She said the proposal represents an approximate $105 million trim from current funding levels.
