Anti-Market Manipulation Rule, LNG Projects, Negotiated Rates Show Up on FERC Meeting Schedule

Topping the first Federal Energy Regulatory Commission meeting in the new year on Jan. 19 is the Commission’s proposed anti-market manipulation rule (RM06-03) initiated last fall using the broader authority provided by the Energy Policy Act of 2005. Also on the published agenda are potential rehearing orders on two northeastern LNG projects, and a look at the Commission’s negotiated rate policy (PL02-6).

Transportation Notes

MRT said a System Protection Warning initiated Dec. 31, in which the pipeline said it would be unable to schedule volumes that resulted in a net daily long imbalance position through Tuesday, will be lifted at the start of Wednesday’s gas day.

NEPA Pre-Filing Reviews Initiated for Northern Natural, Overthrust Expansions

FERC has initiated the National Environmental Policy Act (NEPA) pre-filing process for two key pipeline projects — Northern Natural Gas Co.’s Northern Lights Expansion project in the Midwest and Overthrust Pipeline’s proposed expansion of its system in Wyoming.

Maine LNG Project Starts Pre-Filing Process at FERC

Oklahoma-based Quoddy Bay LLC said it has initiated the environmental pre-filing process at FERC for its proposed $500 million LNG import terminal, which would be located at Split Rock, ME, on the Sipayik reservation of the Passamaquoddy Tribe in Washington County.

FERC OKs Pre-Filing Process for CenterPoint’s Carthage-to-Perryville Pipeline

FERC has initiated a pre-filing process for CenterPoint Energy Gas Transmission’s proposal to build a new 168-mile pipeline between Carthage Hub in East Texas and the Perryville Hub in northeastern Louisiana.

Citing Hurricane Katrina-caused reductions in receipts into Zone 3 of its system and 90-degree forecasts for the Florida market area, Florida Gas Transmission initiated a new Overage Alert Day notice Sunday and kept it in effect through at least Monday. The tolerance for negative daily imbalances was set at 25% both days.

Pioneer Calls Gulf of Mexico ‘Key Exploration Focus Area’

Updating its current exploration and production program, Pioneer Natural Resources Co. said Wednesday that it has initiated production from a new natural gas well at its Raptor field in the Falcon Corridor, which is in the East Breaks area in the deepwater Gulf of Mexico.

San Antonio-based Tidelands Oil & Gas Corp. initiated the pre-filing process at FERC under the National Environmental Policy Act (NEPA) for the United States portion of its proposed Burgos Hub Export/Import Project, which is expected to lead to development of Mexico’s first natural gas market hub, gas storage field and offshore Gulf of Mexico liquefied natural gas (LNG) import terminal.

Cheniere Energy Inc. has initiated the National Environmental Policy Act (NEPA) pre-filing process at FERC for its fourth proposed liquefied natural gas (LNG) import terminal, Creole Trail LNG, and an associated 118-mile 3.3 Bcf/d pipeline system from the terminal at the mouth of the Calcasieu Channel in Cameron Parish, LA, to Rayne, LA.
