FERC last Thursday issued a final rule that implements provisions of the Energy Policy Act of 2005 (EPAct) giving the Commission the authority to coordinate the schedule of other federal and state agencies in processing natural gas pipeline, liquefied natural gas (LNG) and storage projects and to maintain a consolidated record of all agency decisions for use in judicial reviews.

MMS Installs New Offshore O&G Fees

The Minerals Management Service (MMS) Thursday published a final rule in the Federal Register which adjusts some existing fees and implements several new fees for services it currently provides to the offshore oil and gas industry. MMS said the estimated new and adjusted fees of $1.65 million are necessary to recover the agency’s actual costs of performing certain services relating to its minerals programs.

Peoples Gas Implements Second Rate Reduction

Tampa-based Peoples Gas is sending a gift of sorts to its customers beginning today by reducing natural gas prices for the second time this year. The Purchased Gas Adjustment (PGA) factor on residential bills will drop about 32% to $0.66749/therm, following a 15% decrease in March. The two reductions lowered the PGA factor to September 2000 levels, said the company.

The Kansas Corporation Commission (KCC) has extended its ColdWeather Rule emergency order and implemented a moratorium onservice disconnections for natural gas and electric service throughMay 31. The order provides emergency relief for customersstruggling to pay utility bills resulting from the record-breakingnatural gas prices this winter.

Atlanta Gas Implements Seasonal Rate Plan

Atlanta Gas Light Co. has implemented a seasonal rate plan timedto roll out during its February 2001 billing cycle by its naturalgas marketers. The plan, approved by the Georgia Public ServiceCommission, would make billing follow traditional winter and summerusage patterns.
