Dominion said two OFOs will take effect Wednesday until further notice. The FTNN Hourly Limit OFO #1 will apply to the meters of upstate New York utilities Corning Natural Gas, New York State Electric & Gas, Rochester Gas & Electric Meter, Niagara Mohawk Power, Niagara Mohawk Power East and Fillmore Gas. The Conform Transportation Services to Scheduled Nominations OFO #2 will apply to the same meters plus that of National Fuel Gas Distribution. See the bulletin board for OFO conditions and requirements.

Transportation Notes

After cautioning customers a day earlier that an FTNN Hourly Limit OFO might become necessary because of concern about potential excess drafting of the pipeline due to frigid market-area weather (see Daily GPI, Dec. 14), Dominion followed through Friday by announcing that the OFO would become effective Sunday (Dec. 16) until further notice. Dominion also said a Conform Transportation Services to Scheduled Nominations OFO would take effect Sunday. See the bulletin board for details.

Transportation Notes

Dominion said it has determined, based upon current and forecasted weather, that hourly quantities delivered to customers at seven delivery areas in New York (Corning Natural Gas, New York State Electric & Gas, Rochester Gas & Electric, Niagara Mohawk, Niagara Mohawk East Gate, Fillmore Gas and National Fuel Gas Distribution) may exceed what it can deliver without jeopardizing its ability to provide firm services to other customers. Each affected customer “will take whatever action it may deem appropriate, including notification of IT shippers” at affected delivery points, Dominion said. The pipeline said Tuesday it was providing four hours of advance notice that it may issue an OFO that would require customers to limit delivery fluctuations to the areas within one hour. See the bulletin board for other information on the potential OFO.
