Staff of the Federal Energy Regulatory Commission will prepare an environmental assessment (EA) of the Pomelo Connector Pipeline Project and the South Texas Expansion Project, separate but related projects of Texas Eastern Transmission LP (Tetco) intended to support natural gas exports to Mexico. Comments on the projects [CP15-499] are due at the Commission by May 8. The 30-inch diameter Pomelo would run from Tetco’s Petronila Station in Nueces County, TX, to its Valley Crossing interconnect near Agua Dulce. Valley Crossing Pipeline LLC, originally a unit of Spectra Energy since merged with Enbridge Inc., has proposed a Texas pipeline and U.S.-Mexico border crossing to serve power generation and other gas demand in Mexico as well as in Texas [CP17-19].

The Interior Department’s Bureau of Ocean Energy Management (BOEM) is taking comments through May 15 on proposed changes to the Gulf of Mexico (GOM) 2017-2022 Outer Continental Shelf Oil and Gas Leasing Five-Year Program. The draft supplemental environmental impact statement analyzes potential impacts from new air quality modeling and may be used to make final decisions about Lease Sales 250 and 251 scheduled for 2018. Public meetings are scheduled April 25 in New Orleans; April 27 in Houston; May 1 in Pensacola, FL; May 2 in Mobile, AL; and May 3 in Gulfport, MS. Locations and meeting times are included in the Federal Register notice. Hilcorp Alaska LLC said Saturday it had agreed to reduce the pressure in a leaky natural gas pipeline in Alaska’s Cook Inlet following talks with the state’s governor and environmental regulators.

An oil pipeline that runs parallel to a leaking natural gas pipeline in Alaska’s Cook Inlet has drawn the scrutiny of the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA).
