The Federal Energy Regulatory Commission Wednesday gave the green light to Prairie Energy Center to put the first of three caverns into service in Evangeline Parish, LA, about 50 miles from Henry Hub. The storage project, which was authorized by FERC in May 2005, will provide 24 Bcf of working gas capacity when completely finished, with each cavern storing 8 Bcf. The facility will be capable of withdrawing gas at a rate of up to 2.4 Bcf/d and of injecting gas at a rate of up to 1.2 Bcf/d. The entire project is targeted for completion by the fourth quarter of 2010. Pine Prairie is an indirect subsidiary of PAA/Vulcan Gas Storage LLC, in which Plains All American Pipeline LP owns a 50% interest.

Wisconsin Utility, Consumer Board Agree on Efficiency Push

Green Bay, WI-based Wisconsin Public Service Corp. (WPS) and the state Citizens Utility Board (CUB) reached agreement early in September on several energy-saving initiatives for the electric and natural gas WPS customers. The CUB filed the stipulation with the Wisconsin Public Service Commission (PSC) last Tuesday, seeking the regulators’ approval.

Southeast Supply Header Cleared for Start-Up

FERC Friday gave Southeast Supply Header LLC (SESH) the green light to begin service over its new pipeline facilities extending from northeast Louisiana to an interconnection with Florida Gas Transmission (FGT) near the Mississippi-Alabama line.

Golden Triangle Gets OK to Resume Storage Site Construction

FERC staff has given AGL Resources’ Golden Triangle Storage Inc. (GTS) the green light to resume construction at its East Texas storage project, which was halted earlier this month when the company discovered and self-reported to the Federal Energy Regulatory Commission (FERC) incidents of potential noncompliance with the conditions in its certificate order (see Daily GPI, July 9). GTS reported it quickly implemented several corrective measures to prevent the recurrence of future noncompliance incidents.

FERC last Tuesday gave Freeport LNG Development LP the green light to begin service at its liquefied natural gas (LNG) terminal on Quintana Island, about 70 miles south of Houston. The terminal comes on-line about four years to the date from when the Federal Energy Regulatory Commission (FERC) approved the project (see NGI, June 28, 2004).

FERC Tuesday gave Freeport LNG Development LP the green light to begin service at its liquefied natural gas (LNG) terminal on Quintana Island, about 70 miles south of Houston. The terminal comes on-line about four years to the date after the Federal Energy Regulatory Commission (FERC) approved the project (see Daily GPI, June 22, 2004).

Hess Corp. said it has completed an appraisal well at its Pony discovery on Green Canyon Block 468 in the deepwater Gulf of Mexico. Recoverable resources in the prospect are estimated to be 200 million boe. The Pony #2 sidetrack well encountered the same objective sands as the Pony #1 and #2 wells, Hess said. The sidetrack appraisal well reached a measured depth of 33,362 feet from a surface location 7,400 feet northwest of the discovery well. The main pay sand was oil-filled throughout the interval drilled. The appraisal well is part of an ongoing data gathering program that is being conducted over the Pony prospect, which is 100% owned by Hess. The company said it is evaluating development concepts for production from the Pony prospect before making a final investment decision.

Panhandle Eastern Pipe Line, a Southern Union subsidiary, has asked FERC for the green light to place the remaining segment of its Tuscola East Replacement Project in service by early June.

FERC Thursday gave Columbia Gulf Transmission the green light to sell approximately 530 miles of pipeline located onshore and offshore Louisiana to Tennessee Gas Pipeline.
